Contract Process Improvement Consultant

Key Responsibilities

  • Conduct comprehensive assessments of the County's contract development and execution lifecycle, including staffing, technology, documentation, and business processes.
  • Facilitate stakeholder interviews, workshops, surveys, and focus groups to identify workflow bottlenecks, communication gaps, and operational challenges.
  • Develop current-state ("As-Is") process maps and future-state ("To-Be") workflows to streamline contract routing, approvals, and execution.
  • Evaluate existing technologies, including Tyler New World ERP, OnBase, and related systems, and recommend workflow optimization opportunities using current resources.
  • Benchmark contract lifecycle management (CLM) practices against peer jurisdictions and industry best practices to identify improvement opportunities.
  • Develop actionable Implementation Plans that optimize existing staffing, documentation, workflows, and technology without requiring new software investments.
  • Prepare long-term Expansion Plans outlining future staffing models, contract lifecycle management capabilities, governance improvements, automation opportunities, and technology modernization strategies.
  • Develop standardized templates, intake forms, routing documents, checklists, Standard Operating Procedures (SOPs), and documentation packages to improve process consistency.
  • Present findings, executive summaries, workflow diagrams, implementation roadmaps, and strategic recommendations to County leadership and executive stakeholders.

Required Experience

  • Demonstrated experience leading business process improvement, operational assessments, or organizational transformation initiatives.
  • Strong expertise in Contract Lifecycle Management (CLM), business process analysis, workflow redesign, and operational consulting.
  • Experience conducting stakeholder engagement, interviews, workshops, process mapping, and cross-functional collaboration.
  • Knowledge of public sector procurement, contract administration, governance, compliance, and post-award contract management.
  • Experience evaluating ERP systems, document management platforms, workflow automation, and business process technologies.
  • Strong understanding of Lean process improvement, business process reengineering (BPR), change management, and organizational effectiveness.
  • Experience developing implementation roadmaps, benchmarking studies, business cases, executive reports, SOPs, and governance frameworks.
  • Excellent communication, facilitation, analytical thinking, presentation, and project management skills.
  • Experience supporting county, municipal, state, or other public-sector organizations on operational improvement or contract management initiatives is highly preferred.

Pay

The salary range for this position is $80,000 - $95,000 annually, commensurate with experience.

Schedule

This is a hybrid role, with on-site meetings and stakeholder workshops as required.
