Duties Description

  • Operate under the direction of the Director of Vendor Sourcing and Management (VSMO), M-5, serving within the ITS VSMO bureau.
  • Serve as the overseer of the various SharePoint site development, procurement tools, and technology-related support activities within VSMO.
  • Manage and oversee the ITS Staff Augmentation (e.g., HBITS) contracts and processes, ensuring compliance with standards and adherence to policies and procedures by hiring managers.
  • Oversight of the Back Office Support Services Team, including change intake, ensuring processes, procedures, and guidelines are accurate and up-to-date.
  • Direct the development of the Intake team, ensuring new processes and procedures are developed and implemented.
  • Oversee the review of Freedom of Information Law (FOIL) requests sent to VSMO.
  • Ensure VSMO is utilizing all procurement vehicles available, including expanded use of OGS contracts and Minority and Woman-Owned Business Enterprise (M/WBE) and Service-Disabled Veteran-Owned Business (SDVOB) vendors.
  • Oversee and review the procedures for the analysis, goal setting activities, and utilization tracking of M/WBE and SDVOB goals.
  • Direct the activities of the various SharePoint site development and support activities related to VSMO, ensuring audit compliance with procurements and P-card reconciliations for the agency.
  • Manage the overall ITS HBITS process, including compliance to standards and ensuring hiring managers adhere to these policies and procedures.
  • Develop and ensure the implementation of ITS Policies under VSMO’s jurisdiction, keeping them up to date.
  • Provide status reports and updates to executives as needed.
  • Perform the full range of supervisory duties as applicable.

Qualifications

Minimum Qualifications

  • Open to NYS employees with one year of permanent competitive service as a Contract Management Specialist 4, M-4 OR in a title at M-3/SG-29 or above deemed administrative under Section 52.6 of the Civil Service Law.
  • The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M-grade.

Additional Comments

Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. Details of position(s) will be described further if you are selected for an interview.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
