About the role

Construction Surveillance Technician’s primary function is to provide day-to-day security in support of Sensitive Compartmented Information Facility (SCIF) and Special Access Program (SAP) construction efforts. This role involves oversight of facility construction, access control, and surveillance functions. Work is on-site in Cheyenne, Wyoming; relocation is required as this is a full-time position without per diem or travel reimbursement.

Training in ICD-705 is preferred, but we can train individuals with a minimum foundation in construction and the ability to read blueprints and schematics. An active (in-scope) Secret security clearance is required to qualify.

Responsibilities

  • Assess, identify, and communicate recommendations for improvements of policies, procedures, or systems.
  • Identify threats, vulnerabilities, and potential risks.
  • Draft security incident reports and brief government and civilian agencies, including military senior leaders.
  • Manage uniformed escort personnel and associated logs; assign, train, and brief site security duties.
  • Ensure timely reporting of security incidents to the site lead.
  • Follow and enforce customers’ Standard Operating Procedures (SOP).
  • Perform miscellaneous administrative support functions as directed by the contractor site lead and/or the Senior Security Representative.
  • Conduct inspections of materials being delivered for utilization in construction of secure spaces.
  • Photograph and continuously monitor the construction of secure spaces and document all steps to support final accreditation packets.

Requirements

  • Active (in-scope) Secret security clearance; must be willing and able to obtain up to a Top Secret/SCI with CI polygraph.
  • 1+ years of related experience (e.g., access control, security guard roles, or construction oversight).
  • Understanding of construction and ability to read blueprints, schematics, or similar documents.
  • Complete additional safety training and/or certification as required by the local site (e.g., OSHA 10 Construction Safety, OSHA Fall Protection, OSHA Confined Space) within the first 30 days of hire.
  • Obtain CDSE STEPP ICD 705 Physical Security Construction Requirements for SAP course completion within the first 30 days of hire.

Qualifications

  • Bachelor’s degree desired (counts as 4 years of experience).
  • Associate’s degree counts as 2 years of experience.
  • Security Fundamentals Professional Certification (SFPC) counts as 3 years of experience.
  • Special Program Security Certification (SPSC) counts as 5 years of experience (maximum equivalent experience for SPED certifications is 5 years).
  • Desired: Knowledge of Intelligence Community Directive (ICD) 705 (on SCIFs and compliance with uniform IC physical and technical security requirements).

Pay

The likely salary range for this position is $64,230 - $71,990. Salary will be set based on experience, geographic location, and possibly contractual requirements.
