Construction Safety Professional

CEIS | Government is looking for an experienced Construction Safety Professional to join our growing team at our client location in Los Alamos, NM. We seek someone who can work both as part of a team and independently.

Responsibilities

• Lead technical operational safety and health reviews and inspections to identify deficiencies, report results, and recommend corrective actions.
• Review and interpret national, federal, local, and Department of Energy/National Nuclear Security Administration (DOE/NNSA) safety standards, manuals, reports, and other formal written communications to develop institutional and/or local requirements and guidance.
• Serve as technical advisor and coordinator on safety and occupational health issues.
• Evaluate work activities and recommend safety and health protective equipment and risk mitigation or abatement controls.
• Own, act as a subject matter expert for, and develop, maintain, and implement industrial hygiene and safety programs and services, including but not limited to:
  • Asbestos, aviation safety, beryllium, biosafety, carcinogens, chemical management, confined space, cranes/hoists/rigging, electrical safety, ergonomics.
  • Industrial hygiene and safety equipment, explosives, fall protection, firearms, forklifts, indoor air quality, injury/illness recordkeeping, lasers.
  • Lockout/tagout, machine shop safety, noise, non-ionizing radiation, personal protective equipment, pressure safety, reproductive health hazards.
  • Respiratory protection, vehicle/pedestrian safety, ventilation, and other Laboratory programs as assigned.
• Manage the planning, development, production, and presentation of health, safety, and environmental training programs.
• Assess and determine training requirements based on regulatory requirements and best practices; evaluate training programs and trainers for effectiveness, consistency, and compliance.
• Evaluate industrial hygiene and safety program effectiveness and the achievement of safety objectives; identify deficiencies, recommend corrective measures, and assist with implementation plans.
• Lead the development and tracking of program- or activity-specific performance metrics.
• Perform safety analyses of complex data to identify trends and hazard reduction requirements and actions.
• Lead investigations of events to determine causation factors and/or improper work/behavioral practices.
• Review plans, designs, and specifications for operations and facilities to identify proper hazard controls; provide recommended engineering controls to project management personnel.
• Develop, maintain, implement, and supervise industrial hygiene and safety programs and services.
• Assist customers in implementation of integrated work management (IWM) by:
  • Understanding operations and assisting with the development and review of integrated work documents (IWDs) and associated operating procedures.
  • Ensuring hazards are appropriately identified and controlled.
  • Participating in pre-job walk-downs prior to commencement of work.
  • Conducting periodic safety and health inspections to ensure compliance with applicable requirements.
• Provide on-the-job training to peers in support of the industrial hygiene and safety qualification program.
• Support deployed staff assignments consistent with support service agreements (SSA).
• Comply with IHS, project organization, and site-specific requirements.
• Serve as the project leader for safety and health issues, providing advice and guidance to support resolution of safety and health concerns.
• Lead industrial hygiene and safety field measurements and evaluations; evaluate and interpret current regulations and assist line management in compliance.
• Develop hazardous materials communications.
• Write complex technical reports based on interpretation of complex data, observations, and current regulations; make recommendations for changes in the work environment.
• Stay current on existing and proposed changes in health and safety regulations.
• Provide leadership to less experienced industrial hygiene and safety professionals and safety technicians.
• Serve as lead person or technical expert on a variety of industrial hygiene and safety-related special projects.
• Design requirements for industrial hygiene and safety databases and develop and implement controls to ensure accuracy.
• Lead the industrial hygiene and safety component of emergency response as a subject matter expert.
• Adhere to all Laboratory and industry regulatory guidance and governance specific to industrial hygiene and safety.
• Ensure all industrial hygiene and safety work, materials, processes, and final products meet quality specifications and are completed according to established requirements.

Requirements

• Basic knowledge of Occupational Safety and Health Administration (OSHA) requirements, National Fire Protection Association (NFPA) life safety code, and 29 Code of Federal Regulations (CFR) 1910 (General Industry) and 1926 (Construction).
• Working knowledge of and experience with industrial hygiene and safety controls and the surveillance of related safety measures and requirements.
• Working knowledge of and experience with industrial hygiene/safety-related risk assessments and corrective actions.
• Working knowledge of Laboratory requirements, environmental protection policies, practices, and procedures, and federal, state, and local laws, regulations, policies, and procedures pertaining to industrial hygiene/safety.
• Working knowledge of common and unique work hazards, occupational safety practices, operating configuration, and lockout/tagout policies and practices.
• Working knowledge of techniques and procedures for industrial hygiene monitoring and sample analysis.
• Working knowledge of electrical and mechanical systems for facility and R&D operations.
• Working knowledge of ergonomic and human factors design policies, practices, and guidelines.
• Working knowledge and skill in observing worksite procedures, physical layouts, and interviewing employees to gather information on operations, materials used, and equipment that may impact worker or community health.
• Experience and skill in conducting research, investigating alternative solutions, and recommending solutions to problems affecting industrial hygiene/safety.
• Working knowledge and skill in coordinating with occupational medicine personnel regarding workers enrolled in the medical surveillance program (if required).
• Working knowledge and skill in the preparation and presentation of industrial hygiene/safety technical reports.
• Ability to evaluate hazard controls (e.g., personal protective equipment, engineering controls, work practices) and recommend improvements or new controls.
• Ability to evaluate exposure data to determine the extent or presence of actual or potential health hazards by comparing with appropriate standards (e.g., risk assessments).
• Ability to develop, review, and evaluate site-specific safety/health programs and requirements.
• Proficiency in conducting industrial/safety training programs (if required).
• Ability to conduct accident investigations.

Qualifications

• Associate’s degree or B.S. degree in Safety Management, Engineering, or a similar field.
• Minimum of five years of occupational health and safety experience.

Preferred Qualifications

• Certified Safety Professional (CSP) or Associate Safety Professional (ASP).
• Construction Health and Safety Technician (CHST) or equivalent certification.
