Responsibilities
- Monitoring and inspecting ongoing construction/maintenance work to assure compliance with contract requirements
- Interfacing with and managing supported facility customers
- Identifying & tracking facility deficiencies and shortcomings
- Developing solutions to correct noted deficiencies/shortcomings
- Developing & submitting contract statements of work, cost estimating, tracking execution of submitted projects, schedule development/tracking, and tracking and managing the preventive maintenance program on supported facilities and equipment
- Reviewing work ticket and service order submittals and providing comments and recommendations to the government
- Providing Quality Assurance inspections of Prime contractor’s maintenance actions and preventive maintenance tasks on behalf of the government
- Reporting project status to government officials in a detailed and complete manner
- Coordinating utility outages and connections, and being present during outages to provide support
- Planning, coordinating, and managing space utilization, facility modification, and equipment installation projects from initiation through completion
- Attending and participating in pre-construction, staff, in-progress reviews, and other project-related meetings, and providing reports to COR or appropriate government officials
- Coeordinating with various stakeholders including Facilities Engineering staff, hospital Operations & Maintenance staff, the Operation and Maintenance Contractor, Construction contractor, and project-related Naval Facilities Engineering Command, Corps of Engineers staff
- Providing a written weekly report to government officials to apprise them of project status, as necessary
- Assisting with the Turnover process and conducting site visits to review project requirements and inspect the actual work after contract award
- Participating in pre-final and final inspections to verify the completeness of work
- Aiding in the collection of the final, As-built, for the record versions of the PWS’s, Scopes of work, and IGE’s for filing in the shared drive
- Coordinating with equipment vendors, contractors, end users, and stakeholders to identify space modification and installation requirements necessary for proper equipment functionality
- Reviewing and applying relevant hospital-specific codes, healthcare facility standards, and industry guidelines in the development of engineering solutions
- Performing other job-related duties as assigned
Requirements
- Minimum of an Associate's degree in Engineering, Construction Management, Construction Technology, or a related field or equivalent experience and skills
- At least 10 years of experience managing facility maintenance programs or construction projects
- Proficient in computer-based data and project management systems, including DMLSS (Defense Medical Logistics Standard Support)
- Diverse skills, knowledge and abilities in providing corrective maintenance action, project, small project, remedial, and special project response recommendations to the Government
- Strong working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint), Outlook, Adobe Acrobat, and Internet applications
- Ability to read and interpret AutoCAD drawings
- Experience with or ability to learn Computer-Aided Facility Management (CAFM) software within 6 months
- Experience managing construction or central plant operations within military or civilian hospital environments, with direct interaction with clinical departments
- Knowledge and experience in medical equipment installations in healthcare settings
- Familiarity with hospital-related building and engineering systems and their operation
- Excellent oral and written communication skills
- Experience in leading or chairing customer update meetings
- Prominent ability to serve as the central point of contact and represent the Facilities Department professionally to hospital staff and leadership
- Understanding of environmental and safety regulations, including infection control and PPE requirements
- Knowledge of relevant design, construction, and maintenance standards applicable to hospitals, including:AHA, AIA, ASHRAE, NFPA, NEC, UBC, UFC, The Joint Commission and other accreditation standards
- Familiarity with DHA Facilities Enterprise processes, including Real Property Maintenance System and Shore Facility Planning System
- Knowledge of processes related to the planning, design, budgeting, funding, and execution of healthcare facility operations, maintenance, and construction projects
- Capability to represent the Facilities Management Department (FMD) in a professional manner at all times
- Must pass pre-employment qualifications of Cherokee Federal
Qualifications
- Ability to obtain a Common Access Card (CAC)
- Collecting contractor close-out documentation whether a service order or project; Keys, spare parts, O&M’s, Red-lines, record drawings, and equipment tag name plate data and field labeling
Skills
