Construction Quality Control Manager

Bering Straits Global Innovations, LLC (BSGI) provides general construction services to commercial and government agencies, leveraging experience in commercial and institutional building construction, alarm system monitoring, plumbing, heating, air conditioning, and related services.

About the role

As a Construction Quality Control Manager, you will serve as the field leader responsible for safely delivering multiple federal construction projects throughout the Greater Baltimore and DC Metro area. You will coordinate daily construction activities while ensuring projects are completed safely, efficiently, on schedule, and in accordance with contract requirements. This role involves working closely with Project Managers, Superintendents, subcontractors, and federal clients on technically challenging projects for agencies including the U.S. Army Corps of Engineers (USACE), Department of Defense (DoD), and other federal customers.

Responsibilities

• Quality Control
  • Ensure all work complies with project plans, specifications, UFC requirements, and contract documents.
  • Review construction submittals for compliance with project specifications and drawings.
  • Schedule, prepare, and lead three-phase quality control inspection meetings, including follow-up and documentation.
  • Review, update, and maintain the project submittal register.
  • Identify construction deficiencies, document, and coordinate corrective actions.
  • Perform regular QC inspections of deliveries, ongoing work, mock-ups, etc.
  • Maintain accurate QC daily reports, project documentation, and field records.
  • Coordinate with the project safety lead for documentation and reporting of exposure hours.
  • Lead the project team in submission of all project closeout requirements, including warranties, O&M Manuals, and equipment/property logs.
  • Manage submittal procedures, coordinating directly with internal project leads, subcontractors/trades, and government representatives.
  • Coordinate and oversee 3rd-Party Testing and inspections with project superintendent staff.
  • Lead project commissioning.
• Field Leadership
  • Coordinate subcontractors, suppliers, and field personnel to maintain project schedule and productivity.
  • Participate in regular site meetings and communicate project expectations to all trades and government representatives.
  • Maintain a professional and productive jobsite culture.
• Project Execution
  • Monitor QC progress and proactively identify potential schedule impacts before they become problems.
  • Review construction drawings, specifications, and contract documents with subcontractors.
  • Support successful project turnover and closeout activities.
• Safety Leadership
  • Promote a proactive safety culture across every project.
  • Ensure subcontractors’ project-specific safety plans comply with OSHA and USACE (EM385-1-1) requirements.
  • Continually monitor safety and immediately address unsafe conditions.
  • Lead by example through consistent safe work practices and accountability.
• Client Relationships
  • Serve as a trusted field representative for BSGI.
  • Build positive working relationships with Owners, Contracting Officers, CORs, Quality Assurance personnel, subcontractors, and project stakeholders.
  • Communicate project progress, challenges, and solutions professionally and proactively.

Requirements

• Education: Bachelor’s Degree.
• Experience: Minimum 10+ years as a Construction Quality Control Manager on commercial or federal construction projects.
• Experience managing Quality Control on federal construction projects for agencies such as USACE, DoD, NAVFAC, GSA, or similar federal customers.
• Valid USACE/NAVFAC QCM Certification.
• Working knowledge of government systems: RMS, WebCM, Kahua, etc.
• Demonstrated experience coordinating multiple subcontractors and construction trades.
• Strong understanding of commercial building systems including architectural, HVAC, electrical, plumbing, fire alarm, and fire suppression systems.
• Ability to read and interpret construction drawings, specifications, and contract documents.
• Valid Driver's License.
• U.S. Citizenship.
• Fluent in English (speaking, reading, and writing).
• Ability to obtain and maintain access to federal and military installations.

Skills

• Proficient in Microsoft Word, Excel, Outlook, PowerPoint, etc.
• Proficient in Bluebeam or similar PDF editing software.

Preferred Qualifications

• OSHA Training.
• Security Clearance or the ability to obtain one.
• Experience working within an SBA 8(a) federal contracting environment.
• Existing relationships with subcontractors and suppliers throughout the Mid-Atlantic region.
• Experience managing occupied renovations and secure government facilities.

Supervisory Responsibilities

This position includes supervisory responsibilities.

Physical Requirements

• Must be able to lift approximately 40 lbs alone.
• Must be able to spend extended periods (up to 2-4 hours) on your feet or walking around a project site, potentially on uneven surfaces or within active construction areas.
• Must be able to transport yourself to project sites, including secure government facilities, through access control points.
• Must maintain a constant state of mental alertness.

Work Environment

• Work locations vary depending on project sites, all based out of the Hanover, MD office.
• Project sites include locations in the greater Baltimore and DC-Metro areas.
• Must maintain a constant state of situational awareness.

Schedule

• Normal work hours are Monday through Friday, with start times varying from roughly 6:00 AM to 8:00 AM and typically ending between 3:30 PM and 5:30 PM.
• Employees are expected to be punctual and work onsite for the duration of work hours.
• Availability for occasional overnight work or work beyond normal hours may be required.

Pay

Wage/Salary Range: $115,000 - $130,000.
