Position Summary
Horizon Global Partners is seeking an experienced On-Site Construction Project Manager to support overseas construction and facility projects for the U.S. Department of State – Office of Overseas Buildings Operations (OBO).
Key Responsibilities
- Manage and oversee all daily on-site construction operations and project execution activities.
- Coordinate subcontractors, vendors, field personnel, and project schedules to ensure timely project completion.
- Monitor project progress, quality control, safety compliance, and adherence to contract requirements.
- Review and manage project schedules, work plans, submittals, RFIs, and construction documentation.
- Ensure compliance with project specifications, OBO standards, OSHA requirements, and applicable construction codes.
- Conduct regular site meetings with project teams, subcontractors, and government representatives.
- Identify project risks, resolve field issues, and implement corrective actions as needed.
- Track project costs, manpower, materials, and equipment utilization.
- Support project reporting requirements, including progress updates, schedules, and status reports.
- Cook up inspections, testing activities, commissioning support, and project closeout requirements.
- Promote strong communication and collaboration among all project stakeholders.
- Maintain a professional and proactive approach to project leadership and client relations.
Qualifications
- Minimum of seven (7) years of construction project management experience.
- Experience managing federal, overseas, or U.S. Government construction projects preferred.
- Experience supporting OBO, USACE, DoD, or other U.S. Government projects strongly preferred.
- Strong knowledge of construction management processes, scheduling, quality control, and field operations.
- Ability to read and interpret construction drawings, specifications, and project documentation.
- Experience coordinating subcontractors and multidisciplinary construction teams.
- Strong leadership, communication, organizational, and problem-solving skills.
- Proficiency with Microsoft Office Suite and construction management software preferred.
- OSHA 30-Hour Construction Safety certification preferred.
- Ability to work effectively in overseas and fast-paced construction environments.
- Bachelor’s degree in Construction Management, Engineering, Architecture, or related field preferred.
