Construction Project Manager (Heavy Civil/Highway)

Responsibilities

  • Planning and Scheduling : Make a thorough study of the project to be performed. Discuss your plans, schedules, and details with your Division Personnel and Management team. Assess your needs fully including personnel, equipment, materials, etc., and the time frame feasible for performance. Determine your best course of action and continue planning throughout the project for possible improvements.
  • Project Coordination : The Project Manager is the Company’s top representative at the project. Attend all progress meetings with the Owner/Engineer and ensure that all required documents are submitted to the Owner in a timely manner. Conduct internal scheduling meetings with the Superintendents, Foremen, and Subcontractors on a regular basis to properly coordinate work areas, labor, equipment, material, and survey needs. Conduct Pre-Activity Meetings prior to significant items of work to discuss responsibilities, means & methods, MOT requirements, safety aspects, quality control requirements, etc.
  • Personnel Selection : Coordinate the projects staffing needs with the Human Resources Department. Ensure that company policies are enforced. Supervise the Project Engineer and other engineer staff. Hire outside Specialty Engineers for items of work requiring highly technical analysis. Serve as a mentor to young engineers assigned to the project.
  • Contract Documents : Familiarize yourself with your contract, specifications, plans, addendums, revisions, special provisions, permits, utility relocation schedules, etc. Know what is required for each item of work and how you get paid for the same. Be aware of any situation that entitles you to extra pay or warrants documentation for the initiation of a possible claim. Review and approve all invoices, subcontractor payments, and timesheets prior to processing at the Main Office. Review and approve all budget changes and cost transfers. Provide a monthly Project Status Report to accompany the monthly cost report.
  • Cost Control : Understand the pay item estimate work sheets and communicate the information to the supervisors. Evaluate the cost effectiveness of the procedures in place and replace all those that are deemed ineffective. Ensure that change orders and/or claims are properly documented, prepared, and submitted to the Owner in a timely manner. Ensure that the monthly cost reports are reflective of the actual field performance.
  • Subcontractor/Vendor Management : Negotiate subcontractors and vendors. Ensure that all subcontractors and vendors are paid in a timely manner in accordance with subcontract requirements and internal company procedures. Manage subcontractor and vendor claims, change orders, and disputes.
  • Documentation : Ensure that all project team members submit their required documentations (Daily reports, accident reports, T&M Sheets, etc.). Keep a detailed daily Diary of the project. Ensure that project photos and meeting minutes are being taken and filed accordingly. Notify the client if a project record (meeting minutes) is inaccurate and/or incomplete.
  • Public Relations : Handle most negotiations, at least in the preliminary stages. Ensure that all external and internal communication is carried out to a high standard.
  • Safety : Ensure that the project is in compliance with the company and OSHA safety regulations. Communicate and interface with the Company’s Safety Manager as required to ensure that the project is in compliance with the safety policies.

Qualifications

  • Bachelor’s degree in Civil Engineering or Construction Management
  • Minimum five years’ experience in the heavy construction industry. Must have bridge, roadwork, and DOT experience.
  • PMP Certification preferred
  • Demonstrated understanding of construction means, and methods associated with the heavy construction industry
  • Strong team leadership project management skills
  • Experience in leading multi-disciplined teams
  • Ability to direct the work of subcontractors in order to achieve project goals
  • Computer knowledge: Microsoft Excel, Microsoft Word, Microsoft Outlook, Project scheduling - P-3 at minimum
  • Ability to maintain onsite project documentation
  • Ability to schedule and coordinate all site work
  • Well organized and detail oriented
  • Ability to multitask and manage multiple sites
  • Ability to read and understand drawings and specifications
  • Excellent verbal and written communication skills
  • Ability to interact with people on all levels ensuring that all external and internal communication is carried out to a high standard
  • Highly motivated, driven, and results oriented, with the ability to thrive in a fast-paced work environment
