About the Role
The Construction Manager-Electrical Engineer (CM-EE) will provide construction management support during the design and construction phases for the Alabama Veterans Health Care System (CAVHCS) Non-Recurring Maintenance (NRM) projects. This role involves professional and technical consultative assistance related to operations, renovation, and new construction programs, including project management, engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, and cost oversight.
Project Details
The contract aims to expand the VA’s capabilities for contract management oversight of projects and project support services, including Construction Management (CM), Project Management (PM), and Commissioning services. The NRM projects include:
- Renovate Building 10
- Replace the Fire Alarm System for Buildings 14, 15, 65, 68, 88, 90, and 93
- Renovate Pathology, Building 4
- Correct FCA Deficiencies in Boiler Plant, Building 14
- Improve FCA Assessment Findings on Failing Plumbing Conditions
- Mitigate Critical Electrical Hazards - CAVHCS Site Lighting
- Correct FCA Assessment Findings on Failing Plumbing Conditions for Building 1
Project duration: 5 years. Anticipated start date: November/December 2026.
Responsibilities
- Monitor project financial data and budgetary cost accounting, including administration of construction contract change orders and maintaining spreadsheets for project funds.
- Prepare and maintain daily diaries for project activities and a current project schedule, coordinating with the general contractor to compare progress.
- Conduct or attend weekly or bi-weekly progress meetings to review project status, schedules, and contractor payment requirements.
- Assist in issue resolution by maintaining thorough records of occurrences, contracts, and construction-related matters.
- Monitor independent testing agency/laboratory services for quality control testing and inspection of materials such as soils, concrete, steel, roofing, and elevators.
- Provide commissioning services, including start-up planning, performance testing, O&M training, and system calibration/certification.
- Perform routine inspections of construction work, identify non-conforming work, and compile lists of defects for correction.
- Review submittals, respond to Requests for Information (RFIs), maintain daily logs, coordinate owner-supplied equipment, and manage closeout submittals.
Requirements
- Bachelor of Electrical Engineering from an accredited institution.
- Minimum of 6 years of experience in both design and construction, with a focus on medical facilities preferred.
- Knowledge of construction contract documents, including front-end and technical specifications and drawings.
- Working knowledge of engineering services, building codes, budgeting, and scheduling.
- Proficiency in communication, language, and software skills, including computer literacy for monitoring and updating work products.
Preferred Qualifications
- Experience as a Construction Manager (CMa) managing VA projects.
- Experience as a CMa managing medical projects.
- Licensed Professional Engineer (PE) is a plus.
Pay
$110,000 - $145,000 per year plus benefits.
