Responsibilities
- Coverage of onsite construction oversight, including inspections, safety observations, quality assurance, and compliance verification for minor construction projects in support of the NNSA Los Alamos Field Office.
- Aids in the review of Construction Management Plans, Site Specific Health and Safety Plans, Quality Assurance/Quality Control Plans, design plans, and other documents as required.
- Serves as a liaison between federal oversight and the contractor, ensuring compliance with DOE, NNSA, and site-specific requirements.
- Supports acquisition planning, cost estimating, project scheduling, risk management, configuration management, procurement, and claims support as requested.
- Attends meetings as needed.
- Reviews project cost and schedule performance reporting, providing oversight regarding potential unallowable project costs, and documents progress reports and contract status.
- Develops and implements a risk-based oversight plan for the Contracting Officer’s Representative (COR).
- Documents all oversight activities conducted (e.g., observation reports, review comments, weekly summaries) and identifies concerns and recommended improvements to the Federal Program Manager and COR.
- Interfaces directly with the Los Alamos Field Office COR, serving as the onsite task monitor.
- Might participate in special assessments as requested.
Requirements
- Active Q clearance or the ability to obtain within 6 months upon hire.
- Bachelor’s degree in a relevant field.
- At least 10 years of experience in a construction management related field.
- Broad technical competency in at least one major discipline (civil/structural/architectural, mechanical, electrical), with the ability to oversee and integrate others.
- Knowledge of the International Building Code, National Electric Code, Uniform Plumbing and Mechanical Codes, ASME codes, and similar consensus standards.
- Ability to work independently and collaboratively with federal staff, M&O contractors, and multi-disciplinary technical teams.
- Professional written and oral communication skills.
- Proficiency with Microsoft Office Suite (Word, PowerPoint, Excel, Teams).
- Valid driver's license.
- Experience at LANL/Knowledge of LANL policies and procedures preferred.
Desired Skills
- The successful candidate should be able to assist in analysis of technical issues, review project documents and plans, develop and analyze facility requirements, and review project schedules.
- An active Q clearance is desired for this position or the ability to attain clearance within 6 months of hire.
