About the role
We are seeking a full-time Construction Manager – Mechanical Engineer (CM-ME) to serve as the Owner’s Representative at the Hershel “Woody” Williams Veterans Affairs Medical Center in Huntington, West Virginia.
Responsibilities
- Conduct daily inspections of electrical construction activities; document deficiencies, code violations, improper materials, and workmanship concerns.
- Review electrical design and construction documents against existing site conditions.
- Provide technical oversight and evaluation of electrical engineering aspects related to construction projects.
- Monitor construction schedules and coordinate project phasing to help mitigate delays.
- Participate in the resolution of unforeseen site and design issues; propose cost-effective engineering solutions.
- Review contractor submittals, RFIs, and change requests.
- Prepare and submit daily, weekly, and monthly status reports detailing work completed, work in progress, and upcoming activities.
- Utilize computerized construction management systems to track project activities and documentation.
- Aid in the preparation of draft contract modifications and cost estimates.
- Coverage with VA staff, contractors, inspectors, and project stakeholders.
- Support inspections of medical and administrative facilities to identify electrical deficiencies and general conditions.
Requirements
- Minimum six (6) years of experience in electrical engineering, including design and construction.
- Experience inspecting electrical construction projects.
- Experience reviewing design and construction plans and resolving field conditions.
- Ability to understand and apply federal, state, and local jurisdictional requirements.
- Strong communication, documentation, and technical reporting skills.
- Experience working in active healthcare or institutional facilities preferred.
Qualifications
- Licensed Professional Engineer (PE) required.
- Bachelor’s Degree in Electrical Engineering from an ABET-accredited institution.
- OSHA 30-Hour Construction Safety Training (required or ability to obtain).
Skills & Knowledge
- Ability to assess existing site conditions and determine project scope, phasing, and impact to facility operations.
- Ability to evaluate compliance of installed materials, equipment, and workmanship with contract documents and industry standards.
- Knowledge of construction management practices, quality control, and risk assessment—especially in patient-care environments.
- Ability to provide cost estimates and technical input for contract modifications.
- Strong organizational, interpersonal, and coordination skills.
- Proficiency with common construction management and office software applications.
