About the role
The City of Roanoke is seeking a Construction Manager to provide project management in support of capital construction projects. Engineering Projects include both new construction and major renovation work.
Responsibilities
- Executes the City's Capital improvement and maintenance programs within the Department of Public Works by identifying the scope, cost and scheduling of new construction, remodeling/renovation projects, public infrastructure maintenance and operations projects, and additions to buildings currently owned and/or leased by the City.
- Oversees project design to ensure plans and specifications fulfill needs and project complies with City, State and Federal laws, codes and ordinances.
- Procures design and construction services.
- Prepares annual building maintenance programs that include roof maintenance/replacement, heating and air conditioning maintenance/replacement plans and building upgrade programs.
- Prepares annual maintenance program for public green and gray infrastructure including routine activities, special projects, and management of in-house constructiont maintenance, and operations projects.
- Oversees the inventory, tracking, and rating of City-owned and/or leased infrastructure to identify needs, allocate resources, and generate maintenance activity frequencies.
- Oversees construction and maintenance work to ensure that projects meet the intended goals and objectives and that field changes are appropriately addressed.
- Aids in the development and training of other professional staff.
- Aids in the development of departmental/division operating budgets and capital improvement program.
Requirements
- Bachelor's degree from four-year college or university in construction management engineering, architecture or related field; Five to ten years related experience and/or training in managing the construction/renovation of multi-use public facilities, construction/maintenance/operations of public green and gray infrastructure; or equivalent combination of education and experience.
- Demonstrated ability to analyze client needs and formulate cost effective solutions within defined scope and budget.
- Familiarity with Virginia State Procurement Code and sustainable design practices is desired.
- Possession of a Project Management Professional (PMP) and Certified Construction Manager (CCM) credential or ability to obtain within two years of hire.

- Life Insurance: Paid by the City at no cost to employees. Coverage is equal to the annual salary rounded to the next highest thousand and then doubled. For an accidental death, the coverage would be twice this amount.
- Retirement: Employees contribute 5% of salary and choose between participating in a traditional defined benefit plan or a hybrid program. Employees vest in the employer component of either plan upon completing five (5) years of service.
Pay
- PPO 750 – Provides 100% coverage for preventive care; lower deductible and out-of-pocket maximums than other medical plans; and has higher employee premiums.
- PPO/HRA 1500 – Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than the PPO 300 plan; has lower employee premiums than the PPO 300 plan; and the employer makes contributions to an account through a Health Reimbursement Arrangement (HRA).
- PPO/HDHP-HSA – Provides 100% coverage for preventive care; has higher deductible and out-of-pocket maximum than other medical plans; has lower employee premiums; and both the employer and the employee make contributions to a Health Savings Account (HSA) to pay for medical expenses which apply to the deductible.
