Daily Responsibilities
- Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
- Aid the Contracting Officer and Contracting Officer’s Representative in areas such as project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
- Be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
- Have experience in monitoring the construction for Quality Assurance.
- Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work in relationship with the construction documents.
- Understand the baseline schedule and assist in determining the value of the acceptable work in place.
- Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules.
- Review construction contractor payment requirements (including preparation of necessary forms for payment processing by VA).
- Aid in issue resolution by keeping thorough records of occurrences, contracts, and construction-related matters to assist the VA in conflict resolution.
- Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
- Maintain oversight of testing and inspection services provided by an independent testing agency/laboratory, including testing/inspection of various materials and systems.
- Perform additional construction-related services such as maintaining marked-up sets of project plans and specifications, conducting routine inspections, compiling defect lists, and assisting in relocation efforts.
- Administer construction contract change orders, prepare cost estimates, review cost proposals, and respond to Request for Information.
- Compile daily logs of activity, coordinate owner-supplied equipment, and assist in operational and maintenance data management.
- Coordinate closeout submittals and other services as required by the VA.
Required Qualifications
- A minimum of three (3) years of construction field experience accomplishing similar CM tasks as noted above.
- A working knowledge of construction practices and the ability to implement various plans on the project, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
- Familiarity with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
- Experience in monitoring the construction for Quality Assurance.
- Experience in preparing, analyzing, and identifying incongruities and deficiencies in the Contractor’s work in relationship with the construction documents.
- Understanding of the baseline schedule and ability to determine the value of the acceptable work in place.
- Presentation of three projects of the scale and difficulty at which the candidate held a similar position.
- Communication, language, and software skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records.
Preferred Qualifications
- A technical degree in Construction Management, Engineering, or related field is preferred but not required if the candidate can show applicable construction administration experience.
- Experience as a CMa managing VA projects.
- Experience as a CMa managing Medical projects.
