Daily Responsibilities

  • Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
  • Aid the Contracting Officer and Contracting Officer’s Representative in areas such as project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
  • Familiarize with the site operations of a General and Sub-contractor and manage a building construction operation.
  • Monitor the construction for Quality Assurance.
  • Prepare, analyze, and identify incongruities and deficiencies in the Contractor’s work in relation to the construction documents.
  • Understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules, review construction contractor payment requirements, and assist in issue resolution.
  • Perform scheduling, conduct and document regular progress meetings with all interested parties to review project status, discuss problems, and resolve issues accordingly.
  • Maintain marked up sets of project plans and specifications for future as-built drawings.
  • Perform routine inspections of construction as work proceeds, take action to identify work that does not conform to the contract requirements, and notify the VA and general contractor when work requires correction.
  • Compile thorough site inspections, lists of defects and omissions related to the work performed, and provide these lists to the contractor for correction.
  • Monitor project financial data and budgetary cost accounting.
  • Assist in relocation efforts.
  • Administer construction contract change orders (preparing cost estimates, reviewing cost proposals).
  • Submittal Review;
  • Request for Information Review and Responses;
  • Daily Logs of Activity;
  • Coordination of Owner supplied equipment;
  • Operational and Maintenance data;
  • Closeout Submittals and other services as may be required by the VA.

Required Qualifications

  • A minimum of three (3) years of construction field experience accomplishing similar CM tasks as noted above.
  • A bachelor’s degree from an accredited institution is preferred; equivalent combinations of education and relevant experience will be considered.
  • The CM-CA shall possess a working knowledge of construction practices and call upon this knowledge to assist in implementing the various plans set forth on the project including Quality Assurance; Safety, Time, Cost, Change and Information Management.
  • The CM-CA shall be familiar with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
  • The CM-CA must have working experience in monitoring the construction for Quality Assurance.
  • The CM-CA shall have experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractors work in relationship with the construction documents.
  • In addition, they shall understand the baseline schedule and assist in determining the value of the acceptable work in place.
  • The CM-CA shall present three projects of the scale and difficulty at which he/she held a similar position.
  • The CM-CA must possess Communication, Language, and Software Skills with the ability to utilize a variety of software programs to monitor, update, and produce work products and compile data and records by applying both knowledge of the construction industry and computer literacy.

Preferred Qualifications

  • A technical degree in Construction Management, Engineering or related field is preferred but not required if the candidate can show applicable construction administration experience.
  • Experience as a CMa managing VA projects.
  • Experience as a CMa managing Medical projects.
