Construction Manager/Administrator

Daily Responsibilities

• Provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM.
• Aid the Contracting Officer and Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.
• Familiarize with the site operations of a General and Sub-contractor and manage a building construction operation.
• Maintain thorough records of occurrences, contracts, and construction-related matters to assist the VA in conflict resolution.
• Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules, review construction contractor payment requirements, and assist in issue resolution.
• Monitor the services of an independent testing agency/laboratory to perform project-specific quality control testing and inspection services.
• Perform additional construction-related services such as maintaining marked-up sets of project plans and specifications, conducting routine inspections, compiling defect and omission lists, and assisting in relocation efforts.
• Administer construction contract change orders, prepare cost estimates, review cost proposals, perform submittal review, request for information review and responses, daily logs of activity, coordinate owner-supplied equipment, and compile operational and maintenance data.
• Coordinate closeout submittals and other services as required by the VA.

Required Qualifications

• Minimum of three (3) years of construction field experience in similar CM tasks.
• Working knowledge of construction practices and ability to implement various plans on the project, including Quality Assurance, Safety, Time, Cost, Change, and Information Management.
• Familiarity with the site operations of a General and Sub-contractor and the process of managing a building construction operation.
• Experience in monitoring construction for Quality Assurance.
• Experience in preparing, analyzing, and identifying incongruities and deficiencies in the contractor's work in relation to the construction documents.
• Understanding of the baseline schedule and ability to determine the value of acceptable work in place.
• Presentation of three projects of the scale and difficulty at which the candidate held a similar position.
• Communication, language, and software skills to utilize a variety of software programs for monitoring, updating, producing work products, and compiling data and records.
