Construction Manager/Architect

About the Role

Provide Construction Management, Project Management, Commissioning, and related construction period support services to expand the Veteran Affairs contract management and oversight capabilities for multiple non-recurring maintenance (NRM) projects at an active VA medical campus. Project duration is 5 years with an anticipated start date of November/December 2026.

Responsibilities

• Provide professional and technical consultative assistance related to operations, renovation, and new construction programs.
• Assist the Contracting Officer and the Contracting Officer’s Representative in project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of design and construction projects.
• Monitor and review budgetary cost accounting; administer construction contract change orders; maintain spreadsheets indicating project funds allowances, obligations, payments, balances, planned expenditures, etc.
• Prepare and maintain daily diaries for project activities; maintain a current project schedule; coordinate with general contractor and compare project progress against schedules.
• Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and project schedules; review construction contractor payment requirements.
• Keep thorough records of occurrences, contracts, and other construction-related matters to assist in conflict resolution.
• Monitor the services of independent testing agencies/laboratories for project-specific quality control testing and inspection services (e.g., soils, concrete, steel, roofing, curtain walls/glazing, elevator installations).
• Provide commissioning services, including start-up planning, testing building system components, conducting performance tests, obtaining O&M material, and conducting/scheduling/supervising O&M training.
• Perform routine inspections of construction as work proceeds; identify non-conforming work and notify the VA and general contractor for corrections.
• Compile lists of defects and omissions related to the work performed and provide these to the contractor for correction.
• Assist in relocation efforts, submittal review, request for information review and responses, daily logs of activity, coordination of owner-supplied equipment, operational and maintenance data, and closeout submittals.

Requirements

• Bachelor of Architecture from an accredited school of higher education.
• Licensed professional with a minimum of 6 years of experience in both design and construction (experience with medical facilities is a plus).
• Knowledge of construction contract documents, including front-end and technical specifications and drawings.
• Working knowledge of engineering services, building codes, budgeting, and scheduling.
• Strong communication, language, and software skills; ability to utilize a variety of software programs for monitoring, updating, and producing work products.

Preferred Qualifications

• Experience as a Construction Manager (CMa) managing VA projects.
• Experience as a CMa managing medical projects.
• Licensed Professional Engineer (a plus).

Pay

$110,000 - $145,000 per year plus benefits.
