About the role
The position involves planning, organizing, coordinating, directing and supervising construction and related services and activities including construction management, materials testing, and general and specialty inspection. It also entails serving as the Agency’s construction liaison with and between Agency engineers, contractors, and engineering consultants.
Responsibilities
- Recommend and assist in the implementation of goals and objectives and establish schedules and methods for construction related services and inspection of Agency construction and repair projects.
- Plan, prioritize, assign, train, supervise and review the work of staff and consultants involved in inspecting and documenting the construction and repair of Agency-lead or development-driven projects to ensure compliance with approved plans, specifications, construction industry standards, and Agency, local, state and federal rules and regulations.
- Evaluate operations and activities of assigned responsibilities and recommend improvements and modifications and prepare various reports on operations and activities.
- Participate in annual capital and operating budget preparation and administration including preparing cost estimates for budget recommendations, submitting justifications for staff, supplies, equipment and services, and monitoring and controlling expenditures.
- Participate in the selection of staff, provide and coordinate staff training, work with employees to correct deficiencies, and recommend discipline procedures, as necessary.
- Review and/or prepare cost estimates. Identify and ensure the appropriate quality assurance and quality control measures for each project. Obtain appropriate safety training and ensure direct reports are adequately trained in applicable safety standards associated with construction activities.
- Manage construction and project budgets for which assigned. Prepare, solicit, select, and manage as-needed and on-call contracts for consultant services related to construction management, construction services, inspection staff augmentation, materials testing and special inspection.
- Prepare, update and maintain an Agency Inspection Manual and/or Inspection procedures and forms to identify expectations of inspectors and consistency within inspection team.
- Perform the more difficult work related to the management of construction, inspection, quality assurance and workmanship, constructability review, biddability, project delivery method and schedule, acceptance of work, and project close-out of Agency related construction and repair projects.
- Review plans and specifications with Agency engineers with focus on biddability, constructability, conformance to applicable codes and standards, and value engineering.
- Work with Agency engineers to update the Agency’s Improvement Standards, Standard Specifications, and Standard Drawings.
- Review, prepare, and submit Request for Non-discretionary Contract Change Orders, Contract Change Orders and Progress Payment Estimates for Agency engineers’ review and/or approval.
- Review Daily Inspection reports for completeness, to verify and provide daily construction progress, and determine any follow-up actions or activities necessary to address any active, ongoing, or unresolved issues.
- Review construction project submittals and Requests for Information (RFI) as necessary.
- Prepare and maintain RFI, submittal, and change order logs for projects for construction projects and verify requests for progress payments for material, supplies, and work completed.
- Review inspectors redlines to ensure record drawings and as-builts are thorough and maintained on a weekly basis.
- Review test reports and submittals to ensure compliance with specifications and/or applicable codes and standards.
- Attend a variety of meetings to address and respond to questions or issues associated with projects and/or to report or review project progress.
- Answer questions and provides information to the public and investigate complaints and recommend corrective action as necessary to resolve complaints.
- Build and maintain positive working relationships with co-workers, other Agency employees and the public using principles of good customer service.
Qualifications
- Knowledge of principles and practices of proper inspection and material testing techniques used to examine construction workmanship and materials for defects and faults.
- Knowledge of principles and terminology used in basic civil engineering.
- Knowledge of principles and practices of supervision, training and performance evaluation.
- Knowledge of principles and practices of budget preparation, management and monitoring.
- Knowledge of tools, equipment, materials, methods, principles and practices used in public works construction.
- Knowledge of technical principles and practices of engineering design, specifications and cost estimate preparation.
- Knowledge of principles and procedures of record keeping.
- Knowledge of common and complex construction methods used in the water and power generation infrastructure and industry.
- Knowledge of modern office equipment including use of word processing, database, spreadsheet and portable document format (PDF) applications.
- Knowledge of principles and practices of customer service.
- Ability to organize, implement and direct operations and activities related to construction inspection, materials testing, and construction management.
- Ability to read, analyze and interpret construction drawings, specifications and maps.
- Ability to perform accurate mathematical calculations.
- Ability to safely operate a motor vehicle and other work related equipment.
- Ability to inspect complex construction projects to determine compliance with approved plans.
- Ability to prepare and maintain precise records.
- Ability to receive, review, respond, and track construction submittals, RFI’s, contract change orders, project schedules, and all other related construction documents.
- Ability to operate a computer using word processing and business software and other office equipment, including a digital camera.
- Ability to generate clear and concise reports, documents and letters.
- Ability to interpret and explain pertinent Agency and department policies and procedures.
- Ability to assist in the development and monitoring of an assigned program budget.
- Ability to develop and recommend policies and procedures related to assigned operations.
- Ability to establish and maintain effective working relationships with those contacted in the course of work.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to supervise, train and evaluate assigned staff.
- Ability to evaluate and determine adequate staffing and resource needs to maintain Agency inspection, testing, and construction management needs.
