Project Overview

Project Solutions Inc. is seeking a qualified Construction Management Representative to rehabilitate the Old Pinnacles Trailhead Parking Area Shuttle Stop at Pinnacles National Park in Paicinces, California, while keeping the park open and minimizing impacts to visitors, park operations, and surrounding natural resources during construction.

Responsibilities and Duties

  • Observe and document daily construction activities to ensure compliance with contract plans, specifications, quality requirements, and applicable codes
  • Maintain daily reports, track deficiencies/punch-list items, and provide photographic documentation of construction progress
  • Conduct site inspections, monitor the contractor's Quality Control Plan, and support the Government's Quality Assurance program throughout construction
  • Monitor site safety, verify compliance with the contractor's Safety Plan and OSHA requirements, and report unsafe conditions to the COR and contractor
  • Prepare and distribute weekly progress reports, meeting agendas, meeting minutes, and other project communications and documentation
  • Assist with construction administration activities including cost estimates, schedule reviews, contract modifications, certified payroll reviews, progress payments, and testing coordination
  • Coverage of construction administration activities including cost estimating, cost negotiations, schedule analysis, and technical writing
  • Coordinate with the National Park Service, park staff, contractors, and project stakeholders, and support project closeout activities including warranties, as-built documents, and final records

Required Education, Skills, and Abilities

  • OSHA 30-Hour Construction Safety Training required
  • No specific degree requirement or additional professional certifications are required
  • Experience observing and documenting construction activities to verify compliance with project plans, specifications, contract requirements, and quality standards
  • Experience performing construction inspections, tracking deficiencies, and preparing daily reports and photographic documentation of project progress
  • Experience reviewing and tracking construction submittals, RFIs, contractor correspondence, and other project documentation
  • Experience monitoring construction safety practices and compliance with contractor safety plans and OSHA requirements
  • Experience supporting project administration activities, including schedule reviews, certified payroll reviews, progress payments, and contractor coordination
  • Experience assisting with construction cost estimating, contract modifications, negotiations, and project reporting
  • Experience coordinating with contractors, project teams, and stakeholders throughout construction through project closeout

Key Attributes & Skills

  • Strong knowledge of construction practices, paving work, applicable codes, regulations, and industry standards
  • Ability to monitor quality assurance activities and evaluate contractor compliance with plans, specifications, and quality control requirements
  • Strong construction inspection, observation, documentation, and reporting skills
  • Knowledge of construction safety requirements and OSHA regulations, with the ability to identify and document safety issues
  • Experience reviewing and managing project documentation, including submittals, RFIs, schedules, payrolls, and progress reports
  • Ability to assist with cost estimating, cost negotiations, schedule analysis, and technical writing
  • Strong communication and coordination skills for working with the National Park Service, contractors, park staff, and other project stakeholders
  • Proficiency with Microsoft Word, Excel, Teams, Microsoft Project, Primavera, or equivalent project scheduling and management software
