About the role

The Construction Environmental Compliance Lead manages environmental permits during construction of Data Centers (DCs) until turnover to operations. This role involves managing consultants supporting site inspections, cooperating with internal and external business partners to achieve compliance goals, developing and submitting required AHJ reports and inspections, and ensuring compliance with all Federal, State, and local environmental regulations, ordinances, guidelines, standards, and permit requirements. The role serves as the environmental representative to external stakeholders and requires regular engagement with key teams including Compliance, Permitting, Legal, Design, Construction, and Operations, as well as regulatory agencies and outside consultants.

Responsibilities

  • Coordinate with subject-matter experts to satisfy compliance obligations and Environmental Requirements based on the construction schedule.
  • Work with Permit Managers to understand permit conditions and ensure Construction teams comply with all environmental approvals.
  • Manage environmental and construction consultants conducting site inspections, reporting to stakeholders, assisting with agency discussions, submitting AHJ notifications and reports, and advising on compliance concerns.
  • Identify and mitigate issues during construction related to stormwater, wetlands, streams (CWA 404/401), threatened and endangered species, cultural resources, buffers, tree preservation, and air compliance.
  • Assist permitting teams in delivering construction-requested permit modifications.
  • Support regulatory agency, stakeholder, and community engagement activities for new builds.
  • Develop environmental risk and compliance mitigations to enable datacenter construction and operations within development timelines.
  • Manage environmental compliance planning and execution for pre-construction activities and operational turnover.
  • Communicate environmental requirements and expertise to diverse internal and external stakeholders.
  • Maintain and report project status regularly and contribute to the development and improvement of an Environmental Excellence program for datacenter delivery and construction.
  • Conduct onsite field inspections and provide on-demand field support, as well as offsite report development and cross-team coordination throughout the project lifecycle.

Requirements

  • Bachelor's degree in Environmental, Civil, or Chemical Engineering, Environmental Science, or equivalent.
  • 5+ years of environmental permitting or compliance and approvals experience in America, including management of environmental impact assessments, permit acquisition, and cultural and ecological surveys.
  • 5+ years of program and project management experience, including permit timeline development, cross-coordination among disciplines, contracting and leading consultant teams, and driving deliverables.
  • Strong knowledge of environmental regulations related to Clean Water Act sections 402, 401, and 404.
  • Specific knowledge of environmental permitting programs and requirements, including air quality, threatened and endangered species, CWA 404/401 permitting, stormwater construction general permits, SPCC, and RCRA.
  • Working knowledge of remedial investigations, remediation strategies, site conceptual models, and site management plans.
  • Experience with mission-critical facilities or large-scale construction projects.
  • Strong project management background and ability to collaborate with multiple stakeholders to drive desired outcomes.
  • Ability to follow construction schedules, identify compliance risks, and implement mitigation strategies.
  • Strong written and verbal communication skills.
  • Ability to establish and maintain cross-functional and positive working relationships with internal and external teams.
