In this role you will work on a dynamic Radio & Cellular Infrastructure Replacement Project providing planning, technical direction, administration, and construction of sites and systems. What You'll Be Doing Ensure that below ground sites and systems are constructed within schedule and thoroughly coordinated with Engineering, subject matter experts, and others as needed to ensure minimal impact on operationsReview inspection and test processes and documents for conformance with established proceduresPrepare project-related correspondence to consultants, contractors, Authority officials, and other agencies, including progress reports, issue reports, change order documents, and recommendations to the project management teamMonitor the inspection of construction activities by WMATA and MSI inspectors to ensure that construction of assigned work is completed in accordance with Authority approved plans and specifications through site inspections and review of all inspectors’ daily reports; participate in performing substantial completion and final inspections of completed work with Quality and SAFEMaintain and monitor the performance of the project against the KPIs established for the Project Work and provide reports to the management team as requiredSupport and assist the project Safety Manager and the project Quality Manager in the enforcement of safety and quality compliance on siteServe as the primary point of contact for the Contractor and WMATA safety and quality inspectors to resolve on site construction issues or provide technical directionCoordinate Contractor, project team and stakeholder resources to plan for and achieve Safety Certification of the above ground radio systemTimely review and detailed feedback on all Contractor submittals at the 35%, 65%, 95%, IFC and As-Built levels; respond to or assign responsibility for response to subject matter experts for RFIs; review transmittals (particularly Contractor and Inspector daily reports) for accuracy and consistencyTimely review and detailed feedback on all applicable change order documents, including the contractor’s requests for equitable adjustment, scopes of work and bases of estimate; preparation and submission of requests for independent cost estimates; development of project team’s preliminary negotiation position, etc.Coordination and participation in site walks/surveys to ensure Contractor and Authority personnel have required information to complete work on schedule and in accordance with contract requirements and specifications; ensure Contractor submittal of detailed site walk/survey findingsTrack and report on project delays in detailAssistance with Site Specific Work Plan reviews and escort and track rights requests on Contractor’s behalfReview of all applicable contract deliverables and certifiable items for compliance with contract specifications and requirementsPreparation and submittal of the bi-weekly project report and other progress reports as assignedReview of plans and specifications for construction purposes; advise various or required WMATA offices and consultants of required design changes, as applicableReview and recommend approval requests for payment from contractors and others for work in place in conformance with project’s defined procedures; ensure all applicable backup documentation has been supplied to satisfy WMATA and FTA funding requirementsSupport for the Asset Manager in tracking and reporting system and site assets constructed/installed as part of the below ground elements of the radio system What Required Skills You'll Bring Bachelor's Degree in engineering or construction-related field, or equivalent construction-related work experience, as well as 8+ years of experience in field construction is requiredAdvanced knowledge of Construction Management practices, processes and current technology - requiredExposure to mentor/training others, demonstrating leadership potentialRail & Bus Transit ExperienceKnowledge of Radio & Fiber Communications SystemsClear communication, presentation, and interpersonal skillsPossesses working knowledge of industry such as infrastructure, government, aviation, rail & bus transit, RF & Fiber technologies, process, or transportation.Proficiency in Microsoft Office (Word, Excel, PowerPoint)Attention to detailRequires the ability to communicate clearly, conduct presentations to management and interface effectively with a diverse group of professionalsEffective interpersonal skills to work with other departments in a tactful and effective mannerExcellent written and verbal communication, Effective analytical, problem solving, and risk assessment skills.
