About the role

The Construction Control Inspector will assist engineering staff with technical duties related to the construction, design, and as-built development of individual and community water supply, wastewater disposal, and solid waste disposal facilities. This position is with the Office of Environmental Health & Engineering Area, District, or Field Office and reports to a Supervisory Engineer.

Responsibilities

• Perform construction inspection and ensure compliance with contracted plans and specifications for community and individual water supply.
• Observe worksite and work activity to ensure a safe working environment.
• Maintain a daily log of projects and record facts concerning work activity.
• Perform surveys for project designs, construction staking, and as-builts.
• Prepare project reports and spreadsheets to track submittals, quantities installed, construction progress, and payments.
• Review project plans prior to contract advertisement to determine practicability.

Requirements

• U.S. Citizenship is required.
• Selective Service Registration is required for males born after 12/31/1959.
• Must have a valid State driver’s License. It must be REAL ID-compliant.
• This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. The agency must ensure that persons hired have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

• Must have a viable bank account at a financial institution for electronic direct deposit of salary payment.
• Must successfully complete a federal background investigation as a condition of employment. Applicants must complete all required forms within five (5) calendar days of issuance.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education to perform the duties of the specific position. Experience refers to paid and unpaid experience, including volunteer work. You must clearly identify duties, responsibilities, and hours per week in each position held.

Minimum Qualifications (GS-9 Grade Level)

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-08 grade level in the Federal service, performing the following types of work:

• Reviewing construction schedules and comparing contractor’s claimed progress to actual site conditions.
• Preparing and submitting progress reports of work activities.
• Interpreting contract plans and specifications.
• Preparing project reports and tracking construction progress and payments.

OR, two (2) full years of graduate-level education in a field directly related to the work of this position.

OR, a combination of graduate-level education and specialized experience as described above. The total percentage must equal at least 100 percent.

Additional Information

• Salary is contingent on duty location.
• Additional selections may be made within 240 days from the date the certificate of eligibles was issued.
• Federal Employees earn annual leave at a rate (4, 6, or 8 hours per pay period) based on years of Federal service.
• IHS may offer newly-appointed Federal employees credit for directly related previous non-federal experience or active duty uniformed military service.
• This position is covered by a Bargaining Unit.
• Recruitment or relocation incentives may be authorized. At least a one-year service agreement will be required.
