About the role
This position serves as the Congressional Liaison Representative for a Regional Office, handling inquiries from Congressional offices, the White House, the Secretary, the Office of the Director, Veterans Service Centers, and other special sources. The role involves responding to inquiries, conducting research, communicating with constituents, and representing the office at events.
Responsibilities
- Review all Congressional, White House, Secretary, Office of the Director, Veterans Service Center, and other special inquiries received by letter, fax, email, and/or telephone.
- Respond to all inquiries by telephone or in writing on behalf of the Director of the Regional Office.
- Research and analyze inquiries to determine the correct course of action and priority.
- Communicate with congressional constituents to provide information pertaining to services and benefits available to Veterans.
- Conduct briefings and training sessions for congressional staff on VBA benefits.
- Represent the Regional Office at events and may serve as guest speaker/panelist.
- Ensure properly documented, controlled, and timely workload.
- Prepare reports in accordance with established priorities.

- Selective Service Registration is required for males born after 12/31/1959.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/31/2026.
Time-in-Grade Requirement: For a GS-09 position, you must have served 52 weeks at the GS-07 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade, you must currently hold the GS-09 (or higher) and the promotion potential of your current position must be at least GS-09.
Minimum Qualification Requirement:
- Specialized Experience (GS-09): Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07), including:
- Counseling customers and/or veterans, their dependents, and beneficiaries regarding their benefits.
- Serving as a liaison between government personnel, representatives of business and industry, trade and professional associations, the media, or the public.
- Analyzing submitted claims and initiating action to obtain all required evidence to support the claim.
- Conducting comprehensive briefings to large groups.
- Education Substitution: A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or possession of an LL.B. or J.D. degree (if related). Graduate-level education must demonstrate the competencies necessary to do the work of the position.
- Combining Education & Experience: If you do not fully meet the length of experience and education described, the two can be combined to total 100% of the requirement.
- Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.
Physical Requirements: The work is primarily sedentary, with periods of standing, walking, and minimal lifting (under 20 pounds).

Schedule
- Full-time permanent position.
- Monday–Friday, 08:00 AM – 4:30 PM.
- Compressed/Flexible schedule available.
- This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
