DLS Engineering is seeking a full-time, remote Configuration Manager in support of the United States Coast Guard Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC). The Communications Product Line (COMPL) provides sustainment and sustainment engineering support for a variety of communications systems across all 13 USCG Districts and 37 Sectors, covering more than 42 thousand miles of coastline, including U.S. territories such as Guam, Northern Marianas Islands, Puerto Rico, and the U.S. Virgin Islands.
Responsibilities
- Develop, implement, execute, and maintain the Configuration Management Plan for C5ISC product lines, including the Communications Product Line and appropriate appendices for Rescue 21 systems, VHF/UHF and HF communications, MILSATCOM, and Integrated Communications Systems.
- Perform configuration identification of components, subsystems, systems, software, and higher-level assemblies (HLAs) in accordance with approved Coast Guard, C5ISC, and Communications Product Line configuration management processes.
- Manage, maintain, and update configurations of components, subsystems, systems, software, and HLAs in alignment with approved processes for assigned systems and/or assets.
- Update the Communications Product Line Configuration Manager and designated system engineers on the status of proposed configuration changes from initiation to final disposition for assigned systems.
- Record and report implementation status of approved changes, including affectivity and implementation status, to the COMPL configuration manager, applicable system engineer, and asset managers.
- Monitor and assist with enforcement of the configuration change C5ISC-Communications Product Line Logistics Support process to ensure only approved and validated changes are incorporated into FLS, product documents, and related software.
- Assist project engineers with validating the quality and completeness of configuration documentation.
- Update all databases relevant to equipment configuration and technical documentation, including Fleet Logistics System (FLS), Naval Engineering Technical Information Management (NE-TIMS), CG Logistics Information Management System (CG-LIMS), C5ISC Integrated Electronic Technical Management (IETM) system, and similar systems.
- Perform internal and support independent configuration audits to verify requirements of approved configuration baselines are met, including documentation audits, review of configuration audit reports, and performance of configuration audits of fielded systems.
- Process up to 5 contractor-provided physical configuration audits weekly and perform up to 100 independent physical configuration audits (PCAs) annually, including assembly and study of available drawings, equipment lists, and engineering documentation.
Requirements
- Must be a United States Citizen.
- A minimum of a bachelor’s degree in an appropriate business or technical discipline, or equivalent field experience.
- A minimum of 4 years’ experience in the development and maintenance of management plans, processes, and systems, including developing technical documentation for design, development, testing, installation, and maintenance of systems and processes.
- Advanced knowledge and experience with Microsoft Office 2016 applications (Excel, Word, Visio, and SharePoint).
- Familiarity with government personal and real property management concepts, policy, procedures, and tools, including Oracle Fixed Asset Module or similar.
- Familiarity with government configuration management (CM), technical data management (TDM), and product line management (PLM) concepts, best practices, policy, processes, and procedures, as well as tools such as Fleet Logistics Systems (FLS), CGFIXIT, or commercial equivalents (e.g., CMPRO™, ARAS PLM™, BMC Remedy™) and the ANSI/EIA-649 Configuration Management Standard.
- Familiarity with government logistics lifecycle engineering processes, including CG Systems Engineering Life Cycle (SELC), DHS Systems Engineering Life Cycle (SELC), and the IEC 15288 Systems Engineering Standard.
- Familiarity with government inventory management and accounting systems, including Naval and Electronics Supply Support System (NESSS) or commercial equivalents for C5ISC supply chain management (SCM), transaction-level accounting, and C5ISC logistics.
- Familiarity with industry, Coast Guard, and C5ISC obsolescence management, government supply policy, procedures, and processes.
- Must be able to pass a government background check, completed before employment.

Pay
$64,000 - $68,000 USD per year.
