About the Role

The Center for Local Government Technology (CLGT) provides education, training, research, technical assistance, and customized services to local, state, and tribal governments, and other public and private entities through multiple programs funded by state appropriations, grants, and cooperative agreements. The Valuation Training Assistance Program (VTAP), located at CLGT, provides education, training, support, and technical assistance to County Assessor and County Treasurer offices in Oklahoma.

The CAMA Specialist I functions as support staff to the CAMA Senior Specialist and the CAMA Specialists II within the Computer Assisted Mass Appraisal (CAMA) division. The candidate is responsible for CAMA software implementation, training and support, and assisting with real and personal property appraisals and cadastral mapping. The candidate provides orientation, training and on-going assistance to County Assessors and their deputies in all phases of CAMA and cadastral mapping systems, the coordination of specific mapping projects, and assisting in assessment appeals or other proceedings to substantiate appraisals.

The candidate attends relevant conferences to make presentations and provide training on property valuations, appraisals, and the CAMA system and attends professional development training to better serve client base. The candidate will develop an annual work plan and will discuss and establish annual performance goals and measures with his/her supervisor that are subject to change from year to year. The candidate will be expected to perform other duties as assigned, and when necessary, adjustments will be made to the annual work plan and the performance goals.

Employment for all CLGT employees is contingent upon continuous funding and revenue. Position is home based (not required to report to office on daily basis). Position requires continual availability by cellular device for program-related business. Due to communication expectations of the position, the incumbent will be required to maintain a cellular or other electronic communication device.

Responsibilities

  • CAMA software implementation, training, and support
  • Assist with real and personal property appraisals and cadastral mapping
  • Provide orientation, training, and ongoing assistance to County Assessors and their deputies in all phases of CAMA and cadastral mapping systems
  • Coordinate specific mapping projects
  • Assist in assessment appeals or other proceedings to substantiate appraisals
  • Attend relevant conferences to make presentations and provide training on property valuations, appraisals, and the CAMA system
  • Attend professional development training to better serve client base
  • Develop an annual work plan and establish annual performance goals and measures with supervisor
  • Perform other duties as assigned
  • Represent CLGT and the University professionally at all times

Requirements

  • High School diploma or GED (must be conferred on or before agreed upon start date)
  • Three (3) years of prior successful work experience including real estate appraisal, working in or consulting with a County Assessor's office, using or training on a CAMA software, or relevant management experience; post-secondary education may be substituted for work experience
  • Valid driver's license before hire and maintained after hire for operation of an OSU vehicle
  • Ability to lift fifty (50) pounds, including student manuals and presentation equipment
  • Extensive in-state travel to county government offices, occasional out-of-state travel, occasional nights and weekends, and performing duties in excess of 40 hours per week
  • Continual availability by cellular device for program-related business

Skills

  • Knowledge of the Oklahoma Ad Valorem Tax Laws and Oklahoma Tax Commission Rules and Regulations
  • Understanding of cadastral mapping and its relation to mass appraisal and assessment administration practices in County Assessors' offices, including tax levies, exemptions, freezes and caps, reports to be generated, and budgeting
  • Ability to travel extensively to consult with County Assessors, Boards of Equalization, and to provide training and technical assistance to CAMA users
  • Knowledge of property and land valuation methods, approaches to value including the three accepted approaches to valuation, appraisal theory, and appraisal techniques for urban and rural properties, as well as knowledge of Mass Appraisal theory and techniques
  • Ability to communicate the ad valorem process to county officials and public with written information and multimedia presentations at local, regional, and state conferences, seminars, workshops, and classes
  • Intermediate skills in the use of Microsoft Windows, Word, PowerPoint, Outlook, Excel, and Adobe Acrobat
  • Ability to operate personal computers, projectors, and other office equipment
  • Ability to travel with overnight stays ranging from one to five nights per week

Preferred Qualifications

  • Bachelor's degree from an accredited university in Accounting, Economics, Mathematics, Real Estate, Finance, Business Administration, or another related field and three (3) years in using or training on a CAMA software
  • In-lieu of a degree: high school diploma/GED and three (3) years of real estate appraisal experience, seven (7) years experience of either working in or consulting with a County Assessor's office, and three (3) years experience in using or training on a CAMA software

Pay

$20.00 - $26.75 hourly

Schedule

Monday through Friday, 8:00 AM to 5:00 PM, with occasional nights and weekends
