Join Team Eagan as a full-time Community Service Officer. This visible community role supports the Police Department by maintaining the vehicle fleet, completing department tasks, and assisting the public.

About the Role

This position is non-exempt, benefit-eligible, and offers a pay range of $28.38 - $36.80 per hour, dependent on qualifications.

Responsibilities

  • Equipment & Fleet Maintenance
    • Ensure all squad cars are serviced at proper intervals.
    • Monitor equipment in department vehicles and recommend replacements as necessary.
    • Develop daily squad assignments for patrol operations.
    • Work with sworn staff to ensure clean, operational vehicles for shift use.
    • Obtain vehicle repair quotes from multiple vendors.
    • Remove firearms before delivering vehicles for repair; perform minor squad repairs if able.
    • Maintain cleanliness of garages and other department areas.
    • Manage, inventory, and order miscellaneous supplies.
    • Refill squad fire extinguishers and order oxygen.
    • Maintain speed trailer, assign locations, set up/take down, download data, and print reports.
    • Assist IT with upgrades and repairs of squad laptops.
    • Assist with duties in the Property Room.
    • Ensure all Police lock boxes are operational with working keys for priority calls.
  • Transportation/Security Services
    • Respond to requests for secure transportation, deliveries, or errands (e.g., bank deposits, council packets, interoffice mail, election materials).
    • Assist Range and Use of Force Instructors with purchasing and delivering training materials.
    • Provide security escorts and monitor visitors in secure portions of the Police Department per CJIS Security Policy.
  • Animal Control Related Duties
    • Backup CSO II/Animal Control Officer; assume duties in their absence.
    • Issue summons/citations for City Code Violations.
    • Assist sworn staff as requested.
    • Investigate complaints, follow up on bites, potential rabies, and quarantines.
    • Authorize placement of animals for treatment, shelter, or euthanasia; make referrals to other agencies.
    • Interpret State statutes and City ordinances to enforce laws (e.g., snow bans, parking, junk vehicles, dog-related violations).
    • Provide public education on animal care, regulations, and wildlife management.
  • Support to Sworn Officers
    • Assist sworn officers with duties as requested or assigned.
    • Report criminal activity to dispatchers immediately; take enforcement action when directed.
    • Draft minor police reports (e.g., criminal damage to property, theft).
    • Issue summons/citations for City Code Violations.
    • Participate in and maintain proficiency in department defensive tactics.
    • Test participants in the Dakota County Safe Streets program.
    • Perform fingerprinting for applicant background investigations.
    • Book and release criminals for Officers/Detectives.
    • Conduct manual speed surveys and input data.
    • Assist with bike rodeos and other public relations duties.
    • Serve subpoenas.
    • Conduct Police Department tours.
    • Process found property.
    • Testify in court and related hearings.
    • Provide motorist assistance (e.g., stalled vehicles, lockouts).
    • Assist patrol officers with traffic control at crash/incident scenes.
    • Coordinate pickup/delivery of uniforms and equipment to/from vendors.

Requirements

  • High school diploma or equivalent.
  • Valid driver’s license.
  • Successful completion of background investigation, medical exam, and drug testing.
  • Able to perform all essential job functions under described working conditions.

Preferred Qualifications

  • Previous experience working in municipal government.
  • Experience working with animals.

Knowledge, Skills, and Abilities

  • Vehicle maintenance requirements.
  • Minnesota Data Practices and Record Retention.
  • Organizing and communicating written data; preparing reports.
  • Verbal communication and negotiating skills to work effectively with the public.
  • Ability to effectively deal with people and work with animals.
  • Answer phones and take reports daily by telephone.

Physical Requirements

  • Sustained physical work in any weather conditions; exposure to all elements.
  • Required to wear a Community Service Officer uniform, including uniform shirt, pants, and boots/shoes.

Working Conditions

  • 20% office / 80% field work.
  • May include rotating shift work.
  • 40 hours per week, including weekend and holiday hours.

Pay

$28.38 - $36.80 per hour, dependent on qualifications.
