Community Recreation Director (SNI)
This is a REMOTE and ISOLATED duty station—lodging is included ON SITE at San Nicolas Island (SNI) only.
About the Role
Under the direction of the MWR Installation Program Director (N92), the incumbent is responsible for managing and supervising the day-to-day operations of the MWR programs, events, activities, and facilities located at Naval Base Ventura County (NBVC), San Nicolas Island (SNI). The Recreation Director assists the Installation Program Manager with recreation and food and beverage programs, providing supervision, management, control, and execution of MWR programs and support functions. The incumbent acts as the division manager for all MWR Department operations.
Responsible for ensuring compliance with Department of Defense, Department of Navy, Commander, Navy Installations Command (CNIC), and Commander, Navy Region Southwest (CNRSW) policies, regulations, and instructions. The Recreation Director serves as the principal assistant to the Community Support Programs (CSP) Director, sharing in the direction of all Morale, Welfare, and Recreation programs.
Responsibilities
- Plans, directs, and coordinates the efforts of MWR department staff in performing their tasks, functions, and duties.
- Exercises executive management control over the following divisions: Recreation (Athletics, Auto Skills, Storage Lot Parks and Picnics, Information Tickets and Tours (ITT), Aquatics, Fitness Center, Liberty, Bowling Center), and administrative support personnel.
- Plans, develops, organizes, implements, and coordinates program hours of operation, staffing requirements, and a comprehensive, well-balanced community recreation program serving active duty, retirees, their dependents, and authorized civilians.
- Plans and submits recreation division financial budgets (appropriated and non-appropriated funds) for approval and operates within those parameters.
- Coordinates facility maintenance (internal and external) and future facility planning, including development, planning, and execution of pre-INVS and INVS documents and requirements.
- Serves as the department representative for liaisons with professional associations, private organizations, command interest groups (ombudsman, advisory boards), and provides expertise as appropriate.
- Prepares and reviews division correspondence, including standard operating procedures, command instructions, document routing, and responses to inquiries.
- Ensures smooth management information systems flow internally and externally to keep responsible parties informed of existing conditions.
- Provides technical advice to the Commanding Officer concerning the development, conduct, and safe and efficient operation of all MWR activities.
- Reviews fiscal requirements, evaluates operational and financial results, and formulates plans to enhance fiscal year-end results.
- Coordinates and reviews quarterly and annual budget submissions, monitoring progress versus financial projections.
- Plans, directs, reviews, modifies, and assigns work to section supervisors to ensure MWR Department responsibilities are accomplished.
- Approves or disapproves work schedules and leave requests.
- Performs other related duties as assigned.
Requirements
- Must meet Federal Employment suitability requirements and successfully complete a background investigation, including fingerprint identification and background inquiry forms.
- Must successfully pass the E-Verify employment verification check; any discrepancies must be resolved as a condition of employment.
- Work may require considerable physical exertion while instructing or guiding participants in a variety of activities.
- Hours of work will vary based on program needs, including split days off, evenings, weekends, and holidays.
- Subject to regular recall.
- Must possess and maintain a valid state driver’s license for operating government vehicles.
- Must be able to obtain and maintain First Aid and CPR certifications.
- Travel to the remote and isolated island by plane is required.
Qualifications
Resumes must demonstrate experience and knowledge, skills, and abilities (KSAs) relevant to this position. A qualified candidate possesses the following:
- Extensive knowledge of the goals, principles, and techniques of recreation and club management.
- Understanding of the interests and motivations of individuals and groups as related to leisure time, recreational, and food and beverage activities.
- Sound knowledge of recreation and/or club operations, including current instructions, directives, manuals, and regulations governing the program.
- Thorough knowledge of non-appropriated fund personnel procedures.
- Knowledge of food and beverage management, recreation, and financial management, including budgeting, cost and profitability analysis, internal controls, purchasing, and cash flow management.
- Knowledge of general business principles for financial planning/reporting and the Department of the Navy budget process methods for APF and NAF funds to ensure optimal use of resources.
- Ability to plan, present, and execute budgets and analyze their impact on programs, as well as forecast long-term funding requirements.
- Capability to organize and operate several facilities/programs simultaneously.
Education
A four-year undergraduate degree in Recreation or three years of comparable experience demonstrating progression in management is required. The candidate must possess comprehensive knowledge of recreation policies, requirements, administrative practices, and procedures related to planning, budgeting, scheduling, and coordinating recreational programs, as well as the efficient operation and utilization of facilities and equipment.
