About the role

This position is located in the Morale, Welfare, and Recreation (MWR) Department at Naval Base Ventura County (NBVC). The Recreation Director assists the Installation Program Manager with recreation and food and beverage programs, providing supervision, management, control, and execution of MWR programs and support functions. The incumbent acts as the division manager for all MWR Department operations, ensuring compliance with Department of Defense, Department of Navy, Commander, Navy Installations Command (CNIC), and Commander, Navy Region Southwest (CNRSW) policies, regulations, and instructions.

Responsibilities

  • Shares direction of all Morale, Welfare, and Recreation programs alongside the Community Support Programs (CSP) Director.
  • Plans, directs, and coordinates MWR department staff efforts in performing tasks, functions, and duties.
  • Exercises executive management control over the Recreation division, including Athletics, Auto Skills, Storage Lot Parks and Picnics, Information Tickets and Tours (ITT), Aquatics, Fitness Center, Liberty, Bowling Center, and administrative support personnel.
  • Plans, develops, organizes, implements, and coordinates program hours, operations, and staffing to provide a comprehensive, well-balanced community recreation program for active duty, retirees, their dependents, and authorized civilians.
  • Plans and submits the recreation division’s financial budget (appropriated and non-appropriated funds) for approval and operates within those parameters.
  • Coordinates facility maintenance, future facility planning, and execution of pre-INVS and INVS documents and requirements.
  • Serves as the department representative for liaisons with professional associations, private organizations, command interest groups (e.g., ombudsman, advisory boards), and provides expertise as needed.
  • Prepares and reviews division correspondence, including standard operating procedures, command instructions, document routing, and responses to inquiries.
  • Ensures smooth operation of management information systems internally and externally to keep responsible parties informed of conditions affecting them.
  • Provides technical advice to the Commanding Officer, alongside the CSP Director, regarding the development, conduct, and safe operation of all MWR activities.
  • Reviews fiscal requirements, evaluates operational and financial results, and formulates plans to enhance fiscal year-end outcomes.
  • Coordinates and reviews quarterly and annual budget submissions, monitoring progress against financial projections.
  • Plans, directs, reviews, modifies, and assigns work to section supervisors to ensure MWR Department responsibilities are met.
  • Approves or disapproves work schedules and leave requests.
  • Performs other related duties as assigned.
