Community Grants Portfolio Manager

About the Role

The Community Grants Portfolio Manager works closely with Wyoming communities to amplify their growth potential by addressing barriers to economic growth. This role oversees various community grant programs designed to enhance business retention and growth or workforce attraction and retention, ultimately unlocking positive economic impact locally and statewide.

The Portfolio Manager evaluates and analyzes complex project applications to assess economic impact, return on state investment, and other critical variables, and develops funding recommendations. This includes creating and proposing evolving initiatives, rules, and guidelines to strengthen communities and grant program value while meeting future needs.

Developing and maintaining close relationships with communities, economic development groups, and the WBC team is essential for collaboration and as a key player in statewide packaging of large development projects that complement the State’s economic development strategy.

The Wyoming Business Council (WBC) focuses on identifying policies or systemic limiting factors constraining state and local economies. The goal is to create sustainable opportunities—policies, investments, programs, and services—designed to unlock long-term, systemic change for current and future generations of Wyomingites.

The WBC’s Investment Team understands the financial landscape of economic development and helps Wyoming businesses and communities secure financing for sustainable projects. The team develops and administers programs providing financial support to local governments and assists businesses through industry analysis, credit analysis, financial due diligence, business plan review, loan applications, and loan processing.

Responsibilities

• Oversee community grant programs aimed at enhancing business retention, growth, workforce attraction, and retention.
• Evaluate and analyze complex project applications to assess economic impact, return on state investment, and other critical variables.
• Develop funding recommendations and propose evolving initiatives, rules, and guidelines to strengthen communities and grant programs.
• Build and maintain relationships with communities, economic development groups, and the WBC team for collaboration and statewide project packaging.
• Develop creative grant investment solutions aligned with community and statewide goals.

• Experience working with stakeholders and leveraging partnerships to maximize publicly owned infrastructure investments.

Work Arrangement

This position offers flexibility to be located anywhere in the state of Wyoming. While WBC has office space in some locations, remote work from home may be required. Frequent travel is expected.
