Community Engagement Liaison (NC - Charlotte)

Summary

Community Engagement Liaisons serve as Boulder Care’s referral relationship managers, responsible for building and strengthening referral pathways that connect more patients to care. In this role, liaisons develop partnerships with key decision-makers across healthcare systems, community organizations, reentry systems to position Boulder Care as a trusted addiction care partner. This position focuses on proactively meeting with referral partners, identifying new referral opportunities, and independently expanding networks that support patient growth. Liaisons use enrollment & referral data to strengthen partnerships, demonstrate impact, and improve collaboration with referral sources. Success in this role depends on strong relationship-building skills, strategic partnership development, and a consistent focus on increasing patient access to Boulder Care’s services. The ideal candidate for this role is comfortable working with a variety of stakeholders and is comfortable working with a considerable amount of autonomy in organizing and prioritizing outreach.

Community Outreach

• Conduct outreach to local and regional partners to develop, improve, and sustain relationships, including but not limited to healthcare providers, community agencies, correctional facilities, treatment facilities and other referral sources
• Coordinate efforts to manage and grow enrollment for targeted regions, including tracking and ensuring systematic outreach to encourage referrals
• Lead and present marketing presentations in various meetings, both in person and virtually
• Evaluate and track effectiveness of outreach activities
• Identify leads for expansion of services and develop strategy in assigned areas
• Establishes and maintains relationships with referral partner accounts and community resources
• Affords assistance with community outreach and education regarding Boulder Care’s services
• Meets or exceeds established productivity metrics and enrollment targets

Planning & Documentation

• Completes documentation and sends follow up correspondence within 48 hours of performed activities
• Assumes other duties in support of organizational needs
• Creative planning, tracking and documenting of activities
• Weekly meetings with state based teams, enrollment leads, and others

Project Management

• Coordination with internal departments to align messaging, marketing materials and enrollment attribution and statewide partnerships
• Create 6 to 12 month statewide plans in collaboration with growth and leadership teams

Qualifications

• Proven track record of building referral base and relationships, such as business development and/or sales, community outreach or referral management for hospital systems, addiction care or mental healthcare providers
• Current driver’s license, proof of acceptable automobile insurance coverage, and reliable transportation
• Excellent oral and written communication skills required including well-developed public speaking skills
• Thrives in a fast-paced, technical, and mission-focused environment

• Willingness to work flexible hours, including evenings and weekends as required

Nice to Have

• Previous knowledge of, and passion for Substance Use Disorder
• Experience in hospital discharge planning, case management or behavioral health
• Experience working within or directly with one or more of the large safety net hospitals, correctional facilities / reentry systems in the region
• Experience with digital outreach and advocacy
• Bilingual in English and Spanish

Supervisory Responsibility

This position has no supervisory responsibilities.

Work Environment

This position will require up to four days per week working in the community conducting scheduled meetings, unscheduled partner marketing visits and attending networking events. The remainder of the work week will be a remotely based home office environment conducting virtual work and internal admin work. This individual may work in one of Boulder Care’s offices in Portland, OR or remotely work from home. Routinely uses standard office equipment such as computers, phones, and printers. Physical Demands This is a largely sedentary role; some job duties may require the ability to lift up to 10 pounds, bend and/or stand as necessary. Must be able to sit and/or stand for extended periods of time Able to set up and staff events, moving/setting up tables, signage and supplies Able to look at a computer screen for extended periods of time to prepare and analyze data and information; transcribe information; and read

Position Type and Expected Hours of Work

This position is 40 hours a week. Team members may work with their managers to adjust work hours to suit the needs of the position. This position requires time at events that fall outside of normal working hours and team members will be asked to work additional days as work demands require, including weekends.

Travel

Regional travel may be required up to 25% of the time. CEL is expected to travel 1-2 hours away up to 1-2 times / week throughout the region.

Compensation

• The starting pay range for this position is $62,000 - $65,000 annually, plus a monthly $750 vehicle allowance; base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills and experience.
• The total compensation package for this position may also include other elements, including a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave).
