About the role
The Division of Administration/Office of Community Development has a vacancy. The goal of the Office of Community Development is to improve the quality of life of the residents of Louisiana by administering state and federal grants.
Responsibilities
- Grant Administration and Programmatic Responsibilities: Incumbent manages 30 to 40 local governments' LCDBG projects, ensuring efficient and effective grant management on the state level. Knowledge of procurement procedures, financial management, environmental requirements, labor standards, and fair housing requirements is essential.
- Financial Policy and Program Administration: Assists LCDBG professionals and local governments in interpreting financial policies and regulations, reviewing financial reports, and conducting briefings on financial management tasks.
- Program Monitoring and Responsibilities: Monitors funded projects, conducts on-site visits, reviews records, and writes monitoring reports. Determines compliance with state and federal regulations and advises local governments on corrective actions.
- Economic Development Project Analysis: Participates in pre-application meetings, explains financial requirements, and reviews applications for ED assistance.
Requirements
Minimum qualifications include four years of experience in accounting, auditing, financial operations, economics, or contracts/grants management; or equivalent combination of education and experience. Experience substitution allows up to 120 semester hours to substitute for up to four years of experience.
Qualifications
- Advanced degree in accounting, finance, business administration, public administration, management, economics, or statistics preferred.
- CPA license is preferred.
Skills
- Knowledge of state and federal rules and regulations governing grant programs.
- Ability to analyze financial reports and identify expenditures of LCDBG funds.
- Experience with financial management systems and internal control procedures.
- Strong communication and presentation skills.
- Ability to conduct on-site monitoring visits and write monitoring reports.
- Proficiency in using databases and software for grant management.
