About the role
The Pass Investigator, under the direction of the Client Services Coordinator, approves and verifies all pass requests and verifications received at the Day Reporting Center and/or the Residential Facility. This position conducts supervised and observed (same-gender) urine drug screens on participants under Allen County Community Corrections supervision and maintains detailed, accurate records.
Responsibilities
- Reviews all requests from participants to leave their residence or ACCC Residential Services Facility for approval or denial using established pass guidelines.
- Contacts participants daily to notify them of request approvals or denials, providing exact permitted times and special instructions if approved.
- Investigates all pass and weekly schedule verifications, including electronic monitoring printouts, to ensure compliance and verify participant whereabouts; writes violations for noncompliance and forwards them to the assigned case manager.
- Documents all pass requests, verifications, and schedule information into the case management software (SRS) to track and verify participant whereabouts.
- Receives, organizes, and reviews participant requests to leave their residence as outlined in the Performance Pass Program; staffs passes with case managers or supervisors for final approval.
- Notifies participants of approvals or denials, enters pass requests and verifications, reviews electronic monitoring printouts for violations, and forwards violations to the assigned case manager.
- Returns phone calls to participants regarding pass requests, status updates, and urgent issues; contacts other agencies as needed.
- Organizes and prioritizes pass and schedule requests to ensure timely processing of court appearances, medical, and employment requests.
- Meets daily with participants for urgent pass and schedule requests, such as court appearances, medical attention, and employment; answers questions about pass policies.
- Performs weekly orientation for new participants to explain pass and schedule policies, procedures, and guidelines.
- Facilitates daily job searches for unemployed participants or those seeking other employment; approves times and locations, investigates verifications, and writes violations as needed.
- Enters job search attendance into SRS and forwards required paperwork to appropriate staff members.
- Accesses multiple computer databases to verify and investigate pass requests and weekly schedule information.
- Conducts supervised and observed (same-gender) urine drug screens on participants under supervision by Allen County Community Corrections.
- Maintains detailed and accurate drug testing records, including chain of custody.
- Monitors and detects potential devices or substances used to interfere with drug tests; completes necessary documentation and court affidavits.
- Manages the Resource Lab daily for unemployed participants or those seeking other employment (Day Reporting Center only).
- Ensures participants scheduled for the Resource Lab are present and documents compliance or non-compliance in appropriate databases (Day Reporting Center only).
- Verifies participants' work hours with employers before approving weekly schedules; documents approved schedules into SRS.
- Reviews approved pass requests with verification and electronic monitoring printouts to ensure compliance; writes violations as needed.
- Testifies in court regarding participant violations and/or observed drug screens as required.
- Performs other duties as assigned, including overtime.
- Uses principles of evidence-based practices in interactions with participants and program development; models pro-social behavior.
Requirements
- High School Diploma or GED; Bachelor’s Degree in Criminal Justice, Public Affairs, or related field preferred.
- Prior work experience in Criminal Justice, Administrative, or Data Entry fields.
- Knowledge of and ability to apply evidence collection and preservation techniques.
- Strong written and verbal communication skills.
- Ability to complete required Correctional Evidence-Based Practices (EBP) training programs and demonstrate competencies in recidivism risk reduction strategies.
- Strong computer skills, including proficiency in Microsoft Office and other job-related software.
- Ability to maintain strict confidentiality of all department records and information.
- Working knowledge of standard office equipment, including copiers, fax machines, and telephones.
- Ability to type and file with standard knowledge of office procedures.
- Knowledge of evidence-based principles and practices.
- Valid Driver’s License.
Working Conditions
- Works in and out of an office setting with frequent contact with potentially dangerous, violent, and abusive program participants convicted of misdemeanor and felony offenses.
- Requires some standing, walking, sitting, lifting up to 40 pounds, bending, reaching overhead, and kneeling.
- Frequent mental and visual effort, attention to detail, and typing expected.
Schedule
First shift and/or as assigned; 40 hours per week; some evening and weekend hours; overtime as required.
