Communications Technology Manager
Distinguishing Features of the Class
The purpose of this position is to manage and maintain internal and external technological communications. This position is the Town’s expert and champion for information technology initiatives and is responsible for evaluating complex issues and working with staff and leadership on implementing resolutions. The role will bridge the gap between a complex digital environment and the users.
This position will focus on hardware and software management, technical support, troubleshooting, vendor liaison, information technology communications and coordination and recommendations regarding network and cybersecurity services provided by the Town’s external IT vendor. The position should keep the Town in line with the latest practices to improve work efficiencies such as the implementation of artificial intelligence while working to understand communication challenges faced by all stakeholders and providing ongoing oversight, maintenance, and innovation in information technology practices, with an emphasis on educating users and working collaboratively with departments to improve communications.
Responsibilities
- Manage and update website content, structure, and functionality; enhance website usability and accessibility
- Guide the design and use of programs and applications to ensure information is organized, up to date and easily accessible (i.e. website and similar outfacing applications)
- Support and help create content including news, announcements, and program information
- Aid staff with basic technical issues and coordinate with external IT providers for advanced support (logins, email, printers, device setup)
- Recommend efficient methods of utilizing software (i.e. Cityworks, Office Suite, Website, etc.)
- Manage and support Phone System, and other related technology devices
- Manage Audio/Visual controls and operating equipment during Town meetings
- Support internal systems and tools (e.g., Cityworks, Adobe Creative Cloud, FMS)
- Aid with basic updates, user support, and coordination as needed
- Work with employees on set-up of new computers on the Town’s network
Requirements
- Possesses a thorough understanding of the internet, web technology, and web services
- Creates and analyzes reports on web activity, web page hit counts, traffic patterns and similar performance metrics
- Knowledge of cyber security practices and ability to implement and convey best practices
- Ability to configure systems and software; familiarity with Microsoft 365
- Experience with computerized maintenance management systems
- Skills in interpersonal relationship building
- Strong organizational and communication skills with the ability to translate technical information into simple instructions that nontechnical users can understand
- Experience managing or updating websites using a content management system
- Experience providing basic technical support to end users
- Basic knowledge of the principles of municipal government operations and administration
- Ability to work independently while collaborating with departments across the organization
- The employee must be able to manage multiple requests, prioritize tasks, and provide clear guidance to non-technical users
Qualifications
- Graduation from an accredited college or university with a GIS, information technology or similar technology related bachelor’s degree
- Additional years of experience in a closely related field that provides the knowledge, skills and abilities necessary to perform the essential functions of the position may be substituted for advanced degree
- Two years of increasing responsible experience in technological support, website content creation, communications, and standard computer processing
- Experience as a supervisor and/or working as a team leader is preferred
