Communications Manager
About the role
The City of Encinitas seeks a Communications Manager/Public Information Officer to join the City Manager's Office. This role involves managing and interfacing with the media, developing and producing multimedia content, managing social media accounts, overseeing graphics services, and assisting in maintaining the City’s website.
Responsibilities
- Manage and interface with the media including inquiries, crisis management, and emergencies, providing factual, clear, and vetted information that supports the City’s interests and enhances positive relations.
- Develop and produce multimedia content using tools like Adobe Premiere Pro, Canva, and other design or editing platforms.
- Routinely update the City’s social media accounts, including Nextdoor, Facebook, X, Instagram, Tiktok, and YouTube.
- Manage the City’s graphics services function, including photography, audiovisual presentations, and city publications, setting design and communications standards.
- Conduct brand audits of work produced by City employees and contractors.
- Aid in the development and maintenance of the City’s website; create and update web pages; write scripts and narrate videos for posting to website and digital media; provide guidance and oversight to other city departments regarding website and online content.
Requirements
Training and Experience (position requirements at entry): Bachelor’s degree in public relations, marketing, communications, business administration, or related field, and five (5) years of increasingly responsible and progressive experience in directing a comprehensive communications program, including two (2) years of supervisory responsibility or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Skills
Essential Skills:
- Strong communication skills, both written and verbal.
- Experience with Adobe Premiere Pro, Canva, and other design or editing platforms.
- Proficiency in managing and updating social media accounts.
- Ability to manage and oversee graphics services.
- Knowledge of website development and content creation.

Effective July 1, 2026, the salary posted for this position will receive a 2% COLA increase.
