COMMUNICATIONS MANAGER

Qualifications

• Five (5) years of increasingly responsible experience in public relations, business or public administration, marketing or journalism, or a related field; including two (2) years of management and supervisory experience; Experience in a government agency is highly desirable.
• Bachelor’s Degree from an accredited college or university with major coursework in communications, journalism, public relations, marketing or a related field. A master’s degree in a related field is highly desirable.
• Fluency in Chinese is highly desirable, but not required.

The ideal candidate is a strategic and creative communications professional with exceptional written, verbal, and interpersonal communication skills. They can establish trust and maintain effective partnerships with diverse community members, City staff, media representatives, and external stakeholders. The successful candidate demonstrates strong judgment, professionalism and the ability to manage complex and sensitive communications matters in a fast-paced public sector environment. They are a problem solver who can develop clear messaging, lead collaborative initiatives, adapt to emerging communication trends and technologies, and effectively balance strategic planning with day-to-day operational needs.

• Vacation: 80 hours per year plus additional 8 hours per year after 6 years of service to a maximum accrual of 200 hours per year.

Employees who waive City-paid medical coverage & present proof of insurance in a non-City employee's health insurance plan receive $300/mo. cash in lieu.
• Dental Insurance: The City contributes up to $130/mo toward dental insurance for the employee & eligible dependents.
• Vision Insurance: The City contributes up to $30/mo toward vision insurance for employee and eligible dependents.
• Lifetime Insurance: The City provides a $100,000 life insurance policy. Additional life insurance is available.
• Retirement: The City is a member of the Public Employees Retirement System, 2.7% @ 55, single highest year or 2% @ 62, three average years. Classic members pay the full 8% and new members pay 6.25% of the employee PERS contribution. The City does not participate in the Social Security System, except for the mandatory 1.45% Medicare contribution.
• Employee Assistance Program: Regular, full-time employees are eligible for participation in the Employee Assistance Program that provides confidential counseling and consultation services for family, stress, financial and legal issues. 10 sessions per year for employees and dependents 5/six mos).
• MEDICARE: Employees pay the mandatory 1.45% Medicare contribution.
• Credit Union: F & A Credit Union is available to employees.
• Deferred Compensation: Available to employees who wish to participate. The City will contribute up to $250 per pay period.
• Education Incentive Pay: $175 per month for Masters (MA). Fire Chief receives the same as IAFF and the Police Chief receives the same as POA.
• Tuition Reimbursement: Those who pass probation are eligible for reimbursement for approved courses at Cal-State LA University rates up to $4,000/year.
