Commissioner – Civil Commitment

This is an exempt position within the Eighth Judicial District Court, specifically for a District Court Commissioner assignment in the Civil Commitment department. The role may also support other departments or case types based on operational needs. The Commissioner will preside over matters involving involuntary court-ordered treatment and related proceedings, ensuring compliance with applicable laws while balancing public safety and individual rights. Commissioners are appointed by and responsible to the full complement of District Court Judges and may be assigned to hear additional matters such as Child Support, Juvenile Delinquency and Dependency, Guardianship, Probate, and other case types as needed.

Responsibilities

• Hears court matters pursuant to Nevada Revised Statutes.
• Procures the attendance of witnesses by issuance of subpoenas and requires the production of evidence.
• Takes evidence and rules upon its admissibility; hears arguments and makes findings of fact, conclusions of law, and recommendations.
• Confers with District Court judges to review cases and address concerns.
• Provides information to attorneys and interested parties via telephone, in person, or through written correspondence.
• Assists in drafting and reviewing proposed legislation; researches implications and makes recommendations.
• Makes presentations to professional, educational, and community groups regarding assigned functions.
• Coordinates with representatives of other County departments to facilitate work.
• Plans, organizes, assigns, supervises, reviews, and evaluates the work of assigned support staff.
• Recommends staff selection, trains staff in work procedures, and administers discipline as required.
• Contributes to the efficiency and effectiveness of the unit’s service by offering suggestions and participating as an active team member.
• Uses standard office equipment, including computers, in the course of work.

Requirements

• Possession of a certificate of admission to the Bar of the State of Nevada and eligibility to practice law before the courts of the State of Nevada.
• Five (5) years of experience as a practicing attorney within the State of Nevada.
• Must be a member in good standing of the State Bar of Nevada.
• Must not engage in the private practice of law.
• Employment is contingent upon successful completion of a background investigation, which may be conducted periodically after hiring.
• Candidates must be legally authorized to work in the United States (Clark County does not provide H1B visa sponsorships).
• Employment is contingent upon the results of a pre-employment drug examination.

Skills

• Knowledge of federal, state, and local laws related to court hearing matters, relevant case law, and judicial procedures.
• Proficiency in legal research and investigation methods, as well as rules of evidence.
• Experience in employee supervision, including selection, work planning, performance review, and training.
• Familiarity with computer applications related to the work and records management principles.
• Strong command of correct business English, including spelling, grammar, and punctuation.
• Ability to interact effectively with a diverse population, often in confrontational or strained situations.

Candidates may be invited to participate in the selection process based on specific criteria outlined in their resume, such as experience in Alternative Dispute Resolution, Civil Commitment proceedings, or comprehensive knowledge of civil case law. This position is a management role and is excluded from union membership. The examination may establish an eligibility list to fill current and/or future vacancies within the next six (6) months or as extended by Human Resources.
