Combination Electrical Inspector

Reports to: Lead Building Inspector

About the role

Responsible for enforcing the provisions contained in the adopted building and electrical codes, and other municipal codes in the City of Papillion and surrounding jurisdiction.

Responsibilities

• Perform inspections on new and improved construction projects to enforce code requirements for electrical wiring, structural, plumbing, mechanical, and other codes enforced by the Building Department.
• Interpret and enforce the provisions of the National Electrical Code during plan review and field inspections to ensure compliance with the intent of the code.
• Interpret and enforce the provisions of the International Residential Code on residential applications for new and improved projects.
• Perform inspections on commercial building projects to interpret and enforce the provisions of the International Building, Mechanical, Plumbing, and Energy Conservation Codes adopted by the city.
• Review plans during field inspections to enforce provisions of any city-adopted model or municipal codes.
• Conduct timely inspections for compliance with applicable codes and city ordinances, including inspecting structures for dangerous conditions and ordering discontinued use or vacation of buildings.
• Enforce applicable adopted building and municipal codes and zoning ordinances; explain and interpret codes and regulations to owners, contractors, government officials, and the general public.
• Review plans, specifications, and other data to ensure accuracy in meeting minimum code and zoning requirements; ensure all forms are completed according to rules and regulations.
• Assist construction professionals and the general public by explaining code requirements, permitting procedures, and policies.
• Adhere to departmental policies and procedures, ensuring appropriate application of local, state, and federal laws.
• Prepare and maintain records and reports regarding inspections, indicating actions taken and recommendations made.
• Operate standard office equipment such as fax machines, copiers, computers, and calculators.
• Establish and maintain positive public relations with the general public, contractors, other employees, governmental agencies, and municipal officials.
• Physical presence at the assigned job location is required; remote work is not available.

Marginal Functions

• Assist the Chief Building Official with investigations or code enforcement of properties or projects under construction.
• Investigate and resolve complaints from the general public concerning code violations; prepare and file appropriate documentation and respond to complainants.
• Implement proper procedures and work with agencies such as police, fire, and health departments to correct code infractions; issue verbal or written orders for correction of violations.

Requirements

• Knowledge of and ability to apply applicable city, state, and federal laws, policies, and regulations for code enforcement activities.
• Knowledge of methods and techniques utilized in electrical inspections.
• Knowledge of licensing and permit rules and regulations.
• Ability to read and interpret blueprints, plans, and specifications and relate them to applicable laws, rules, and regulations.
• Ability to enforce ordinances and regulations with firmness, tact, and impartiality.
• Ability to prepare and maintain accurate reports and departmental documents.
• Ability to communicate effectively in English, both verbally and in writing.
• Ability to follow oral and written instructions.
• Ability to establish and maintain effective working relationships with the public, contractors, employees, and officials.
• Ability to gain an understanding of structural, plumbing, and mechanical methods and techniques for building inspection within the first two years of employment.
• Ability to maintain regular and dependable attendance, including possible call-outs on short notice due to weather conditions, emergencies, or similar situations.

Qualifications

• Must possess a valid driver’s license.
• High school diploma or GED equivalent.
• Nebraska journeyman electrical license.
• Two years of experience in electrical trades, or an equivalent combination of education, training, and experience.
• Ability to obtain an ICC/ICBO or IAEI electrical inspection certification required by the State of Nebraska within 6 months of hire.

Working Conditions

• Work is occasionally performed indoors but is generally performed outdoors, requiring physical activity such as walking, standing, kneeling, bending, crouching, reaching, stooping, and climbing.
• Must be able to safely transport themselves to various locations throughout the city and surrounding jurisdictions.
• Duties require tolerance of indoor and outdoor environments, including dirt, dust, noise, and inclement weather.
• Must be able to lift or carry office and inspection supplies and tools regularly.
• Requires coordination and manual dexterity to operate vehicles, computers, and inspection tools.
• Work hours may occasionally be required during darkness.
• Vision abilities required include close vision, peripheral vision, depth perception, and the ability to adjust focus.
• Must be able to negotiate construction work sites, including climbing OSHA-approved ladders, walking platforms, ramps, and scaffolding.
• Work sites may present hazards and obstacles typically found on construction sites.
• Work requires extensive interaction with the general public and may be stressful when dealing with challenging individuals or meeting deadlines.

Pay

The pay range for a Combination Electrical Inspector is $33.14 - $35.87 per hour, with an opportunity to earn up to $43.64 based on qualifications and experience.
