Career Description
This recruitment is being held to establish a list to fill potential countywide vacancies with the initial opening being with the Office of the Public Administrator/Public Guardian.
The County of Orange Office of the Public Administrator/Public Guardian is looking for a dynamic Administrative Manager III to serve as its Budget/Finance professional with a strong background in local government budget preparation and fiduciary/accounting skills.
Opportunity
- Leads the Department's Accounting/Budget and Property Services Teams which includes budget and finance, estate administration, real estate, accounting and property warehouse functions.
- Direct the performance of cost benefit analyses; planning, coordination and initiation of actions to implement related financial and operations management decisions and recommendations.
- Align Department priorities, missions, and goals with the Business Plan, Strategic Financial Plan, and the budget process.
- Design business strategies for the budget process to include business changes, growth management and development strategies.
- Develop and administer the Department’s budget and strategic financial plan annually.
- Research, prepare, review and justify comprehensive budget requests and prepare budget-based project proposals.
- Manage the annual update of five-year strategic financial plan.
- As a member of the Department’s Executive Management Team provide input to the Department Head on all major policy decisions.
Qualifications
- Fiduciary Management:
- Financial forecasting and projection techniques based on financial planning perspectives.
- Develop and/or modify Accounting/Fiduciary policies and procedures collaboratively with County Counsel and other stakeholders.
- Review and approve all Inventory & Appraisal reports before submitting to the Courts.
- Manage the quarterly distribution and posting of interest earned from the commingled trust funds pool to each estate account.
- Manage the excess interest earned in accordance with Probate laws.
- Operation and/or liquidation of all businesses of estates as appointed.
- Oversight, review and approve annual filing of client income tax returns in addition to fiduciary and federal estate tax returns.
- Review and approve all Accountings for the agency as they are due or ordered by the Court.
- Annual update of PA/PG billing rates.
- Control and monitor all revolving fund activities.
- Reconciliation of trust funds and revolving fund accounts.
- Oversight of vault services and deposit orders.
- Budget Expertise and Monitoring:
- Demonstrates experience working collaboratively with key management and executive staff in developing and/or reviewing budget(s) to meet organizational business goals.
- The ideal candidate will possess a working knowledge and familiarity with: The County's automated budgeting and financial reporting systems, or comparable systems.
- Financial forecasting and projection techniques based on financial planning perspectives.
- Long range financial planning techniques.
- The ability to compare revenue and expenditure results to budgeted appropriations; ability to determine and calculate variances in budgeted to actual results; and to recommend corrective action plans to address variances.
