Code Enforcement Administrator in the Solid Waste Division of the Public Services Department, performing field inspections of curbside issues to ensure compliance with applicable solid waste ordinances and regulations. Responsibilities include public education, illegal dumping prevention, issuing notices and citations, and data collection for route optimization.
Responsibilities
- Coordinate with City departments to collect and distribute Solid Waste public education products regarding Curbside ordinance, solid waste, recycling, illegal dumping, litter, and municipal waste collection standards to increase social capital and resident compliance.
- Facilitate and collaborate with government and nonprofit organizations to encourage Fayetteville resident participation in neighborhood cleanup programs; coordinate special community events to promote neighborhood improvements.
- Inspect Curbside areas in and around the municipality for blight, waste, and non-compliant ordinance issues; ensure compliance with ordinances and regulations; perform follow-up inspections as necessary.
- Identify illegal dumpsites, corridor blight, and Curbside issues; coordinate and supervise the removal of dumping, blight, and Curbside safety issues.
- Collect and display data for route optimization of Solid Waste collections.
- Perform research to determine approved conditional uses of property; research owners, tax records, and maps; take actions to enforce municipal codes.
- Implement special programs to prevent illegal dumping and suspected criminal activity at illegal dumpsites in the City.
- Patrol streets and perform inspections for Curbside issues with Solid Waste; issue notices of violation as necessary.
- Participate in travel within City limits for site inspections and title investigations.
Requirements
- Any combination of experience and training that provides the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be one year of municipal code enforcement or governmental regulatory inspection experience.
- Equivalent to the completion of the twelfth grade, supplemented by specialized training in code enforcement, law enforcement, construction technology, or a related field.
- Possession of an appropriate valid driver's license and ability to maintain insurability.

- Employer Paid Leave:
- Vacation Leave: Accrued from the first day of employment, based on years of service and scheduled hours.
- Sick Leave: Accrued from the first day of employment; full-time employees accrue 8 hours per month. Sick leave accumulates without limits and may be used toward creditable service upon retirement.
- Holidays: 12 paid holidays per calendar year, with an additional holiday if Christmas falls on a Wednesday.
- Bereavement Leave: 24 hours per calendar year for mourning or attending a funeral/memorial service of a family member.
- Retirement: Participation in the NC Local Governmental Employees’ Retirement System. Employees contribute 6% of gross salary on a tax-deferred basis. Membership begins upon employment for those working 20+ hours per week.
- Deferred Compensation Plans: NC 401(k) and NC 457 plans available for supplemental retirement savings. The City contributes 4% of base salary to an eligible employee’s NC 401(k) account.

- Death Benefit: $3,000 death benefit in the first year of contributing to the retirement system. After one year, a death benefit equal to the highest 12 months’ salary (no less than $25,000 and no more than $50,000) is provided by the NC Retirement System.
- Pay Periods: Bi-weekly pay (every other Friday). Benefit deductions are taken for 24 pay periods per year. Direct deposit is required.
