About the role

The Health and Human Services Commission (HHSC) Cloud Architect performs highly advanced computer systems analysis work for the Chief Technology Officer (CTO) Division. This role involves determining priority business needs, providing specific solutions and technologies for strategic initiatives, and leading the creation of business architecture models and initiatives.

Responsibilities

  • Develops IT roadmaps for the agency to address desired business process and technology improvements.
  • Promotes and supports program area needs within IT, and develops productive working relationships with program area.
  • Understands program area needs and identifies opportunities for improvement, applies principles of HHS IT and systems integration standards to perform strategy planning work, alternatives analysis, and risk analysis/management.
  • Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs.
  • Recommends and creates technical and product strategies, consults with customers to help them assess impact on workflow and staffing, offers advice and guidance during the implementation process.
  • Analyzes, leads and coordinates design, development and implementation of systems and services with functionality across program areas using enterprise architecture standards.
  • Plans and schedules studies and system implementation.
  • Oversees and/or prepares technical strategies, organizational strategies, project plans, charts, diagrams, tables, monthly and final reports that depict present and proposed systems in terms of costs, benefits derived, and tasks accomplished.
  • Provides leadership, plans and coordinates workflow of team members to accomplish team goals and objectives. May supervise the work of others.
  • Coordinates workgroups to define architectures, manage projects across functional agency systems and other state entities, and coordinates planning and scheduling during project transition, development and implementation stages.

Requirements

  • 7+ years of analytical IT experience with a background in business, cloud, data, application, network, or security architecture.
  • 2+ years of experience as an Architect.
  • Graduation with a Bachelor of Administration (BA) or Bachelor of Science (BS) in Computer Science, Information Systems, Business, or a related field is preferred. Experience may be substituted on a year-for-year basis.
  • 2-5 years of progressively responsible experience in IT solution design, architecture, and implementation.
  • 3+ years of experience architecting, engineering, supporting, or developing enterprise IT solutions in hosted and cloud environment.
  • 2+ years of hands-on experience and current skills in two or more areas preferred: Enterprise Architecture Modeling, System Engineering, DevOps, Security, Networking, Application Development, Data Intelligence, Infrastructure Services, or Database.
  • 1-2+ years of hands-on experience with a major cloud platform (Azure, AWS, or GCP) in designing and deploying enterprise-level solutions.
  • Experience with Agile, ITIL and TOGAF frameworks.
  • Experience with at least three of the following domains preferred: cloud, analytics, data management, infrastructure, security, applications, software engineering, networking, or systems integration.
  • Experience with wireless communications, network security, voice, and data networking systems.
  • Experience in the Texas state public sector or a regulated environment.
  • Experience with Machine Learning (ML) and Artificial Intelligence (AI) services, such as Azure Machine Learning, Azure Cognitive Services, AWS SageMaker, or Google Vertex AI.
  • Proficiency in programming/scripting languages (e.g., Python, C#, Java).

Qualifications

Required:

  • Knowledge of system and enterprise application architecture, integration, implementation, and administration.
  • Knowledge of SaaS platforms such as Salesforce platforms.
  • Knowledge of cloud IaaS, PaaS ecosystems.
  • Knowledge and hands-on experience of the limitations and capabilities of computer systems, information technology equipment, applicable programming languages, computer hardware and software, and computer operating systems.
  • Knowledge of new cloud technologies and the analytical services available from the major cloud services providers.
  • Knowledge of agile (scrum) methodology and scrum ceremonies.
  • Skill in written and verbal communications.
  • Skill in technical analysis, critical analysis, and decision making.
  • Ability to think and act strategically and proactively.
  • Ability to develop recommendations and presentations for various levels of leadership and decision makers.
  • Ability to work with a significant degree of independence.
  • Ability to be adaptable and learn quickly.
  • Ability to deliver work within defined schedules, cost and quality.
  • Ability to coordinate multiple assignments/projects, set priorities, and meet deadlines.
  • Ability to communicate with a high level of effectiveness both verbally and in written formats.
  • Ability to lead and provide direction to team members.
  • Ability to lead the creation of best practices and procedures.

Preferred:

  • Experience with wireless communications, network security, voice, and data networking systems.
  • Experience in the Texas state public sector or a regulated environment.
