About the Role

The Clinical Trial Budget Manager ensures clinical trial/site budgets are high-quality, and allocations stay within fair market value (FMV). This role owns the development and maintenance of the Site Fee Framework, along with timely, accurate coordination, processing, monitoring, and administration of site payments per budget and contract terms.

Responsibilities

  • Ensure clinical trial site budgets are high-quality and within FMV; analyze protocol flowcharts to build costing, payment strategies, budget estimates, and negotiation parameters
  • Drive development and maintenance of the Site Fee Framework
  • Set up year-end accruals and develop plausibility checks
  • Coordinate, process, monitor, and administer invoice/visit payments per contract and Budget Exhibit terms
  • Set up, close, re-open, and submit payments across all grants
  • Use budget-specific and trial metrics/tools to report on and analyze performance and deliverables
  • Drive continuous improvement to enhance operational effectiveness of the Budget group
  • Stay current on industry standards, trends, and competitive intelligence for budget best practices
  • Interface across Medical, all TAs, Finance, Legal, and external parties (investigators, site personnel, third-party vendors)
  • Liaise with Clinical Trial Manager and TA Lead on budget/payment decisions
  • Support Finance in resolving payment execution issues and reconciling accrual statuses
  • Liaise with Clinical Finance/Accounting, Legal, and local Clin Ops leadership on payment-related approvals and documentation
  • Partner with Contract Managers to identify issues and propose mitigations
  • Support development of negotiation strategy for site budgets
  • Represent Budget group processes on local/global working groups
  • Maintain customer-centric behavior and high responsiveness to internal/external requests

  • Strong clinical background with solid understanding of cost drivers and benchmarks for clinical site budgets
  • Strategic thinking with strong, persuasive contractual argumentation skills
  • Strong prioritization, organizational, and problem-solving skills
  • Excellent customer service skills and high attention to detail
  • Strong analytical/critical thinking skills for complex, novel situations
  • Excellent written and verbal communication skills
  • Experience with clinical/project management planning and reporting systems
  • Strong Excel, Word, and Access skills
  • Experience with Veeva and grant plan

Qualifications

Bachelor's degree with minimum 5 years of relevant business experience in regulated pharmaceuticals or healthcare
