About the role

The Clinical Program Manager at the Colorado Coalition for the Homeless is responsible for leading and overseeing the day-to-day operations of the behavioral health and supportive services programs. This role involves recruiting, training, and supervising staff, managing program budgets, and ensuring compliance with funding requirements and regulatory standards.

Responsibilities

• Recruits, hires, trains, and supervises program staff in alignment with departmental and organizational goals.
• Maintains timely, accurate, and complete client records in the EHR and ensures all required data is captured and reported.
• Ensures compliance with funding requirements, including Medicaid requirements, and coordinates Medicaid billing for team.
• Supports the implementation of Trauma-Informed Care, Support-Centered Housing, and other evidence-based service models.
• Participates in quality improvement, peer review, and peer clinical audit efforts.
• Assists with ensuring compliance with funder and Medicaid requirements, when applicable.
• Maintains a respectful and inclusive work environment that supports equity, diversity, teamwork, and collaboration.

Requirements

• Demonstrated knowledge and experience in substance use treatment, mental health, and homelessness.
• Experience working with chronically homeless individuals, particularly those with serious mental illness, substance use disorders, or complex barriers to engagement.
• Proven program management and supervisory experience, including staff development and team leadership.
• Familiarity with non-profit organizational management practices.
• Understanding of basic accounting principles and their application in a program setting.
• Working knowledge of HIPAA federal and state compliance requirements.
• Knowledge of homeless issues and sensitivity to the needs of underserved populations.
• Master’s degree in social work or counseling required.
• Licensed as mental health provider (LCSW, LPC, LMFT) required.
• Active license in Colorado without restrictions, conditions, or stipulations from DORA for at least two years.
• Two years of management and supervisory experience preferred.
• Active certification in basic life support or able to obtain certification within 30 days of employment.

Qualifications

• Valid driver’s license required, may be waived based on experience and needs of the business.
• Successful completion of the privileging and credentialing process for Behavioral Health Clinical Supervisors at the Coalition.
• Criminal background check required.
