Climate & Procurement Analyst

About the role

The Climate & Procurement Analyst will play a pivotal role in preparing California for a more resilient future. They will assist CPUC decision-makers in developing high-level policy and oversee programs that are developed pursuant to those policies. The analyst will conduct policy and quantitative analysis related to climate and impacts on energy infrastructure, risk-based decision-making, coordinate with internal and external subject matter experts, and develop work products that are used to advise key decision-makers.

Responsibilities

• Conduct policy and quantitative analysis related to climate and impacts on energy infrastructure
• Coordinate with internal and external subject matter experts
• Develop work products that are used to advise key decision-makers such as Commissioners, Judges, and Energy Division management
• Support the policy and technical planning and oversight of Climate Adaptation issues to support resilience and reliability for the state's energy infrastructure
• Support issues related to the Public Utility Regulatory Policies Act (PURPA) including combined heat and power policies
• Support research, development, and demonstration (RD&D) programs to support the Commission’s goal for prioritizing innovation investments in climate adaptation as well as other related climate issues
• Provide general support to the Climate and Equity Initiatives (CEI) section including assisting with cross-proceeding work, workshops, stakeholder engagement, developing website content, contract management, and responding to information requests, both internal and external

Requirements

The analyst shall have experience related to technical analysis of energy systems and quantitative analysis, policy analysis, and project management, particularly with diverse stakeholders and public forums. They must have a bachelor's degree in a relevant field and at least 2 years of experience in the field, or an equivalent combination of education and experience. Applicants must also have a valid driver's license and the ability to travel within the state.

Skills

Strong analytical skills, excellent communication and collaboration abilities, proficiency in Microsoft Office, and knowledge of climate change and energy policy are essential. Proficiency in data analysis tools and software is preferred.

Benefits

The position offers a competitive salary range of $7,980.00 - $9,994.00 Effective July 1, 2025, CalHR launched the Personal Leave Program (PLP) 2025 with Pay Differential 386. PLP 2025 temporarily reduces state employee pay in exchange for leave hours to help address budget shortfalls. Salary ranges in this posting exclude the temporary reduction. Pay

The starting salary for this position is $7,980.00 per month.

Schedule

This position is a full-time, permanent role with a hybrid work schedule.
