Clerk & Recorder - Deputy Clerk I-III (Elections)
General Purpose: The Deputy Clerk - Elections I, II, or III performs administrative work in the Clerk & Recorder’s Office for motor vehicle, recording, and election functions. This position is primarily assigned to the elections division, responsible for maintaining voter registrations and administering the election process. Additional training and certification are required to acquire and maintain a highly technical knowledge of relevant laws and the rules, regulations, and policies of the Secretary of State pertaining to the election process. The Deputy Clerk II level requires completion of HAVA training and certification and motor vehicle training during the first year, with progressively more complex responsibilities assigned at the II and III levels.
Responsibilities
- Deputy Clerk I
- Training and knowledge of the Fair Campaign Practices Act and Help America Vote Act requirements to meet compliance in maintaining voter registrations and voter records.
- Executes and establishes the legal record of voter registrations for use by governmental and other official entities.
- Under the direction of the Clerk and/or Chief Deputy Clerk, trains, supervises, and provides support to temporary election staff and judges necessary for the completion of election-specific assignments.
- Maintains, administers, and preserves accurate voter records including cancellations per SOS and/or other election agencies.
- Supervises and supports VSPCs and VSPC staff.
- Maintains inventory of all elections and judges supplies and assembles them for distribution before each election.
- Coordinates/administers functions of the election process including issuance of ballots; oversight of scanning and signature verification for voted ballots; validation of voter eligibility for provisional ballots; issuance of emergency and replacement ballots as necessary.
- Deputy Clerk II
- Performs all duties and responsibilities of Deputy Clerk I.
- Examines and analyzes legal documentation submitted for election-related functions, ensuring accuracy and enforcing compliance with appropriate statutory regulations including but not limited to voter registration and voting; Fair Campaign Practices Act; and Help America Vote Act requirements.
- Ensures election equipment is properly working prior to each election.
- Deputy Clerk III
- Performs all duties and responsibilities of Deputy Clerk I and II.
- Prepares election reports, poll books, absentee reports, and all post-election reports and abstracts.
- Prepares required weekly, monthly, semi-annual, or annual reports or updates for submission to SOS; prepares records for archive as required.
- Participates in special projects assigned; identifies required resources and develops a plan for completion.
- Coordinates the design and development of appropriate documentation and materials.
- Maintains accurate files for all candidate forms and financial reports.
- Deputy Clerk I, II, and III - Other Duties Related to Recording and Motor Vehicle
- This position may be required to work in other areas of the county and outside of the county for training.
- Other related duties as assigned may include motor vehicle and recording.
Requirements
- Knowledge of election statutes, Fair Campaign Practice Act, and Help America Vote Act, preferred.
- Ability to use technology to perform a variety of complex tasks.

Qualifications
- Minimum Requirements for Deputy I, II, and III:
- Possess general office skills.
- Ability to work with the public.
- Valid Colorado Driver's License.
- Must pass background check.
- Deputy Clerk I:
- High school diploma or equivalent.
- Must complete HAVA training and obtain election certification within one year of employment.
- Deputy Clerk II:
- High school diploma or equivalent.
- Election Certified.
- 1 year of experience in elections.
- Must complete annual election training.
- Deputy Clerk III:
- High school diploma or equivalent.
- Election Certified.
- 5+ years' experience in elections.
- Must complete annual election training.
Skills
- Supervision of Election Judges (Deputy Clerk II-III).
- Daily communication with the public, other County staff, vendors, and representatives from local, state, and/or federal agencies.
- Responsibility for equipment including computers, phones, calculators, fax machines, county vehicles, plat machines, and microfiche machines.
- Handling cash and checks collected as fees and taxes related to motor vehicle transactions and other Clerk & Recorder business.
- Confidentiality of information in compliance with the Colorado Open Records Act and other applicable laws.
Physical Requirements
- Work is performed in an office environment with significant use of office equipment.
- Regularly required to talk or hear.
- Frequently required to walk and sit; use hands and fingers, and reach with hands and arms.
- Occasionally required to stand.
- Must be able to lift 20 lbs. occasionally.
