Civil Engineering Project Manager (PE), Land Development
Halff is seeking a Professional Civil Engineer (PE) to join our expanding Land Development team in Houston, TX. In this role, you will lead and manage land development projects, delivering light industrial, office/warehouse and commercial developments, as well as community parks and sports field complexes.

Responsibilities
- Manage projects from due diligence through delivery, collaborating with project team members, multi-practice teams, subconsultants and other stakeholders to ensure deliverables, requirements, schedules, costs, and meeting plans are communicated.
- Assist in development and management of project scopes, budgets, and schedules.
- Support in preparation of proposals and RFQs.
- Manage quality assurance and control analysis to ensure projects meet or exceed client expectations and Halff requirements and comply with recognized standards and codes of practice.
- Apply technical expertise appropriately by understanding project-specific standards, criteria, deliverables, and best practices.
- Monitor project budgets, allocate resources effectively, and identify opportunities to optimize project efficiency and profitability.
- Build and maintain strong relationships with internal and external clients, understanding their needs, and ensuring client satisfaction throughout the project lifecycle.
- Provide mentorship and technical guidance to engineers, EITs, and technical staff, fostering a culture of trust and collaboration within the project team.
- Utilize appropriate tools to plan project timelines, quality control, tasks, milestones, and deadlines.
- Prepare agendas, meeting notes, and project summaries.
- Communicate schedule and changes to all stakeholders.
- Monitor task completion status to identify at-risk project tasks and develop mitigation plans.
- Allocate resources, budgets, and hours to the project and adjust allocations when necessary.
Requirements
- Bachelor’s or master’s degree in civil engineering or ABET-accredited equivalent engineering degree.
- Professional Engineer (PE) License in the State of Texas.
- 5 years of experience leading and/or supporting land development projects, including delivering light industrial, office/warehouse, and commercial developments, as well as community parks and sports field complexes.
- Excellent technical writing and communication skills.
- Proficiency in project management, administration, and supervision, with a focus on quality, integrity, and success.
- Technical experience with land development software such as Civil 3D.
- Experience with 2D modeling software packages is beneficial but not required.
- Established client relationships in the Houston Metro area is a plus.
