Responsibilities

  • Designs, reviews, and manages roadway improvement projects, including geometric design, pavement design, traffic control plans, signage/striping layouts, intersection improvements, and safety enhancements.
  • Prepares or oversees the preparation of Plans, Specifications & Estimates (PS&E) for transportation projects, including roadway reconstruction, widening, and mobility improvements.
  • Conducts field evaluations of pavement conditions, roadway alignment, roadside safety features, and transportation infrastructure to identify deficiencies and recommend corrective actions.
  • Analyzes subdivision plats, roadway construction plans, traffic impact assessments, and transportation-related permits for compliance with County design standards and applicable state regulations—excluding drainage components which remain under the Drainage Engineer.
  • Reviews and evaluates traffic studies, warrants, traffic signal timing plans, signing/marking layouts, street lighting proposals, and school zone flasher needs.
  • Maintains accurate engineering records, project files, and technical documentation.
  • Supports development of updated County transportation design criteria, specifications, and engineering policies—excluding drainage criteria, which is under the Drainage Engineer.

Requirements

  • Valid Class C Texas driver’s license.
  • Licensed Professional Engineer (P.E.) in the State of Texas.

Qualifications

  • Bachelor’s degree in Civil Engineering from an accredited college or university, with coursework in transportation engineering, roadway design, traffic engineering, or a closely related discipline.
  • Five (5) years of progressively responsible experience in transportation engineering, roadway design, traffic operations, capital project development, or related public works engineering functions.
  • Project management experience required; supervisory or lead experience preferred.

  • Knowledge of transportation engineering principles and practices.
  • Ability to analyze and interpret data from traffic studies and traffic impact assessments.
  • Proficiency in using engineering software and tools.
  • Excellent communication and interpersonal skills.
  • Ability to coordinate with multiple stakeholders and agencies.
  • Strong problem-solving and analytical skills.
