Civil Engineer EN-8.42

Responsibilities

• Develop and review Statements of Work (SOW), Performance Work Statements (PWS), and project documentation
• Coordinate with customers and other Governmental personnel and agencies, as necessary, to define project requirements, ensure compliance with Federal and Air Force regulations
• Draft Performance Work Statements (PWS), prepare draft Statements of Work (SOW), draft programming documents, and develop cost estimates, briefings and other components of the programming / acquisition package for Government approval and submission
• Independently conduct technical and cost reviews of facility project design submittals, standard design templates, charrette reports, and facility design standards/tools prepared by architect-engineers
• Comprehensively verify technical compliance of all aspects of the design with applicable Air Force (AF) and national standards, criteria, and specifications, providing specific citations for each finding
• Thoroughly validate the cost estimate provided by the designer, citing specific areas with questionable basis
• Aid in the creation of various project management tools, including project management plans, construction management documents, and required enterprise business system data entry for assigned projects
• Aid in planning/design charrette activities, oversee contractor work in progress, and ensure quality assurance/quality control
• Conduct comprehensive technical reviews of contract submittals, requests for information, change order requests, or other real-time interactions with a design or construction contractor
• Participate in project development meetings, contract review meetings, pre-construction meetings, and other pertinent meetings to coordinate information with installation activities
• Prepare, develop, or review design calculations, cost estimates, schedules, underlying analysis, technical drawings, and specifications related to a wide variety of projects and systems, including plumbing, HVAC, fire suppression, control, and alarm systems
• Plan and design multi-phase new construction, renovations, and improvement projects for real property facilities, including utility systems, using a professional knowledge of mechanical and/or civil engineering concepts, principles, and practices
• Plan and design multi-phase new construction, renovations, and improvement projects for weapon system support facilities, using a professional knowledge of civil engineering concepts, principles, and practices
• Prepare, develop or review design calculations, cost estimates, schedules, underlying analysis, technical drawings, and specifications related to a wide variety of projects and systems, including airfields, roadways, site/area development, drainage, foundations, structures, transportation, drainage, and other systems of major size and complexity for use on a military installation, airfields, multi-story office buildings, large utility plants, hospitals, hangars, flight simulators, and similar structures

Requirements

• Active Secret clearance preferred
• ABET-accredited Bachelor's degree in Civil Engineering, Mechanical Engineering, or related field
• Minimum 3 years of relevant experience
• Familiarity with AutoCAD
• Eligible to work in the United States
• Experience coordinating with government customers, installation personnel, or architect-engineers
• Experience with airfields and roadways projects
• Experience with site development and drainage projects
• Experience with utility systems projects
• Experience with building or facility projects such as hangars, hospitals, and office buildings
• Familiarity with Primavera and RSMeans
