About the role

This is a term position with potential noncompetitive promotion to a target grade. The role involves civil engineering design, construction support, and field investigations, with duties spanning design, specification, CADD drafting, quality reviews, and construction-phase services.

Responsibilities

  • Conduct field investigations and write engineering reports.
  • Develop civil designs, construction plans, and contract specifications, including design analysis, calculations, and quantity estimates.
  • Use CADD to perform civil design and create contract drawings.
  • Prepare Architect-Engineer statements of work, performance requirements, and labor estimates.
  • Perform Design Quality Control and Assurance Reviews of in-house and A-E civil designs.
  • Conduct inspections of projects under construction, review construction submittals, answer Contractor’s RFIs, and prepare as-constructed drawings.

  • U.S. Citizenship required.
  • Appointment may be subject to a suitability or fitness determination based on a completed background investigation.

Qualifications

Basic Requirement – Civil Engineering Degree

Bachelor’s degree or higher in engineering from:

  • An ABET-accredited program, or
  • A program including differential and integral calculus plus five of the following seven areas of engineering science or physics: statics/dynamics; strength of materials; fluid mechanics/hydraulics; thermodynamics; electrical fields and circuits; nature and properties of materials; or comparable fundamental engineering science or physics.

OR

Combination of education and experience demonstrating thorough knowledge of physical/mathematical sciences and engineering techniques and their applications.

Acceptable alternatives include:

  • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any U.S. licensing board, or
  • Evidence of passing the Fundamentals of Engineering (FE) exam, or
  • At least 60 semester hours of applicable physical, mathematical, and engineering science coursework, or
  • A related scientific degree (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, geology) plus one year of professional engineering experience under engineering supervision.

GS-11

In addition to the basic requirement, one year of specialized experience equivalent to GS-09 performing civil engineering design using CADD to develop design solutions for civil-works structures.

OR

Ph.D. or three years of progressively higher graduate education in a field such as Civil, Mechanical, or Electrical Engineering.

OR

A combination of education and experience totaling at least 100% when computed as (months of experience ÷ 12) + (graduate semester hours beyond the second year ÷ 18).

GS-12

In addition to the basic requirement, one year of specialized experience equivalent to GS-11 performing inspections, developing design solutions, producing construction contract drawings and specifications, and preparing statements of work for civil-works structures. Education cannot substitute for experience at this grade.
