CIRC - Regional Community Manager

About the role

The Regional Community Managers lead and supervise Community Managers and site teams, driving accountability, performance, and staff development. They facilitate consistent adherence to CIRC policies, procedures, and operational timelines across all communities.

Responsibilities

  • Monitor and improve portfolio performance, including occupancy, collections, expenses, and overall financial outcomes.
  • Partner with CIRC leadership (Asset Management, Finance, Compliance) to track, analyze, and respond to financial performance trends.
  • Ensure timely and accurate execution of core operations, including leasing, recertifications, reporting, and maintenance workflows.
  • Conduct regular site visits, inspections, and performance reviews to support operational standards and identify and develop improvement opportunities.
  • Collaborate with Resident Services and Maintenance teams to support resident stability, retention, and property conditions.
  • Consult with compliance on properly mitigating risk and ensuring compliant and well documented action plans, policies, and procedures.
  • Drive occupancy and leasing performance through oversight of marketing, and outreach.
  • Support budget development and variance management, holding site teams accountable to financial and operational goals.

Requirements

  • Bachelor’s degree in business, public administration, or related field or the equivalent combination of education and experience.
  • 5+ years of experience in affordable housing operations with supervision responsibilities (LIHTC, HUD, or similar).
  • Prior experience in LIHTC property management preferred.
  • Ability to read, write and perform basic financial functions.
  • Working knowledge of Office 365 (Word, Excel, PowerPoint, Outlook) and other office machines.
  • Experience with property management software platforms preferred (MRI for example).
  • In-depth knowledge of affordable housing programs and regulations, including LIHTC (Section 42), HUD / Project-Based Section 8, HOME, CDBG, and other applicable funding sources.
  • Proven ability to manage multi-site teams, drive accountability, and improve staff performance.
  • Skilled in developing, coaching, and evaluation of staff including addressing underperformance through correction actions.
  • Strong understanding of property management operations, including leasing, occupancy management, resident relations, and maintenance coordination.
  • Knowledge of financial management principles, including budgeting, variance analysis, rent collections and expense control.
  • Knowledge of Washington State landlord-tenant laws, fair housing regulations, and EEO requirements.
  • Familiarity with risk management practices, legal processes (notices, evictions) and audit requirements.
  • Excellent verbal, analytical and written communication skills, solid presentation abilities.
  • Exercise independent judgement and discretion in interpreting complex regulations.
  • Must have valid driver license.
