About the role

This position plans, coordinates, and manages public works projects with an emphasis on capital improvement projects for Public Safety facilities. It involves managing projects from design through construction and warranty phases.

Responsibilities

  • Selects and negotiates design professionals, develops design scopes of work, and manages design contracts.
  • Manages and monitors property management companies and contractors, reviews reports, investigates work requests, approves work orders, and manages budgets.
  • Oversees and inspects ongoing tenant improvements and remodels, resolves tenant issues, and manages disputes.
  • Determines project intent and scope, develops project scopes, and directs department staff on alternate procurement methods for construction services.
  • Manages outside design consultants, establishes project design requirements, conducts constructability reviews, prepares cost estimates, and negotiates contracts.
  • Prepares and reviews project schedules, investigates and resolves schedule conflicts, negotiates contract changes, reviews pay estimates, conducts project progress meetings, and project conferences.
  • Provides technical direction and assistance to department staff and assists city staff, developers, consultants, and agencies.
  • Responds to and resolves citizen inquiries and complaints regarding engineering projects and coordinates city projects with other cities and agencies.
  • Prepares and presents reports to city management and the public, holds public meetings, and assists in developing the division and capital improvement budgets.
  • Represents the city on professional and intergovernmental committees.
  • Operates city vehicles.

Requirements

  • Bachelor's degree in civil engineering or construction management.
  • Five years of increasingly responsible experience in public works project management.

Qualifications

  • Knowledge of civil engineering and construction management.
  • Project management and supervisory skills.
  • Public works design, standards, and construction methods.
  • City and state laws, ordinances, and regulations governing municipal engineering.
  • Basic contract law, bond, and insurance requirements.

Skills

  • Project management and scheduling software.
  • Develops and monitors project budgets.
  • Decides priorities, costs, and alternatives.
  • Researches, analyzes findings, and prepares reports.
  • Communicates effectively, both verbally and in writing.
  • Maintains effective working relationships.
