CIO Team Lead

About the role

This role is responsible for managing complex IT operations and system enhancement initiatives, ensuring alignment between mission priorities and technology solutions.

Responsibilities

• Provide strategic direction and oversight across IT operations, systems enhancement efforts, and program performance management.
• Develop executive-level materials, support acquisition and resource planning, and drive accountability across multiple stakeholders.
• Guide complex initiatives, coordinate resources, and ensure alignment between mission priorities and IT capabilities.
• Translate mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes.
• Oversee portfolio/program performance, including resource planning, acquisition and procurement strategy, and vendor management and enterprise licensing.

Requirements

• Extensive experience leading large-scale IT efforts in a government or intelligence community environment.
• Strong background in program management, enterprise IT operations, and technical solution delivery.
• Demonstrated experience developing decision-quality materials (e.g., strategic papers, options analyses, executive briefings) and driving executive action tracking.
• Proven ability to manage complex technical initiatives and oversee portfolio/program performance.
• Strong understanding of enterprise IT governance, vendor management, and strategic planning.

Qualifications

• Bachelor’s degree in computer science, data analytics, software engineering, or a related technical field.
• Minimum of 8 years of relevant experience with a Bachelor’s degree.
• In lieu of a degree, a High School Diploma (or equivalent) with additional experience may be considered.
• Minimum of 12 years of relevant experience with a High School diploma.

Skills

• Project Management Professional (PMP) or Program Management Professional certification.
